Purpose
The national Peatland Restoration Agency (Badan Restorasi Gambut or BRG) was formed early 2016 by the President in response to the massive forest and peat fires of 2015 which affected approximately 850,000 ha of peatland. Sub-component 1.6 of the Berbak Green Prosperity Partnership (BGPP) aims at institutional strengthening of BRG.
 
MCA Indonesia and BRG on 6 March 2017 entered into an Implementing Entity Agreement (IEA) that aims to support BRG with activities that are designed to mitigate risks associated with the implementation of the peatland restoration components in the Green Prosperity project currently in implementation, and complete the foundational mapping and engineering work for additional peatland rewetting both during and after the GP project is completed.
 
According to the Implementing Entity Agreement between MCA-I and BRG, the project will design and establish a monitoring program to monitor changes in water tables and vegetation in six targeted peatland provinces. The system will aim at allowing the collection, processing, analysis, and evaluation of peat restoration activities. The system will allow for the use of spatial data sources (both primary and secondary), for spatial analysis, the timely production of monitoring reports, and the dissemination of the information both internally within BRG as well as outside. BGGP will assist BRG in developing its monitoring system. BGPP’s Monitoring System Expert is preparing the Peat Restoration Monitoring System in close consultation with BRG and other related organisations that are developing monitoring activities related to peatland restoration and development.  In order to run the monitoring program and calculate hardware and software requirements, it is necessary to develop a monitoring system design into a program system platform that can illustrate how the monitoring system works from field data collection, data transfer to the main server, data processing and analysis including reporting, to how the data is presented.
BGPP has a vacancy for a short term local Monitoring Programmer who will assist the Monitoring Expert in developing the system with the following activities.
The position is based in Menteng, Jakarta.
Main Activities
  •    In close consultation with the Monitoring System expert, identify the required information and criteria to be monitored by the system to be developed
  •  Confirm the proposed monitoring system by reviewing program objective, input data, and output requirements with the Monitoring System Expert and BRG.
  • Arrange the proposed monitoring system in programming sequence by          analysing requirements; prepare a work flow chart and diagram using    knowledge of computer capabilities, subject matter, programming language,   and logic, including synchronized data with existing monitoring systems and  data transfer.
  • Encode the proposed monitoring system by converting work flow information   into computer language.
  • Create the monitoring system prgram by entering coded information and    confirms program operation by conducting tests; modifying program sequence     and/or codes.
  • Prepare reference for users by writing operating instructions.
  •   Assist the Monitoring System Expert in preparation of detailed software and  hardware requirements for the system
  •  Prepare a draft Monitoring system program protocols and related SOP
  • Any related tasks as requested by Monitoring Systems expert
Expected Result
  •  Executable Program Design of Peat Restoration Monitoring Program and    system ready to be run
  • Complete assessment of software and hardware needed (including estimation of its unit price)
  • Draft report of Monitoring system program (including Protocol and SOP to run the program)
Qualifications
  •   At least 3 years of work experience in software development or as a             programmer
  •  Strong abstract reasoning skills and solid understanding of Object Oriented   Programming
  •  Solid understanding of relational databases and Structured Query Language   (SQL)
  •  Some working knowledge of one or more of the following languages/frameworks     is preferred: TypeScript, JavaScript, C#, HTML, CSS, Angular, RESTful Web     Services, .NET Framework, Windows Presentation Foundation, Windows     Communication Foundation
  • Excellent problem-solving, verbal and written communication, design,    development, and programming skills
  • Ability to work independently and in team to effectively participate in the    software development life cycle
  •  Bachelor’s or master’s in computer science, engineering, geography, GIS, or  related scientific field
