BACKGROUND 
Ombudsman of the Republic of Indonesia (ORI) is a state agency authorized by Law Number 37 Year 2008 on Ombudsman and Law Number 25 Year 2009 on the Public Service to oversee public services delivery in Indonesia. Public service oversight is an important aspect in the efforts to prevent the abuse of power or maladministration by the state apparatus in order to achieve good governance in all aspects.
Every year, ORI receives complaints from the Indonesian citizens. From January 2017 to today, October 6, 2017, ORI has received 7,380 complaints. From these reports, ORI has found some issues which require a deeper study. In this case, ORI uses a systemic review approach to uncover the fundamental problems, and map how the issues are connected and the scope of impact of the identified problems. The systemic review report includes recommendations to prevent future abuse of power or maladministration. Under USAID CEGAH support, ORI recently developed a guideline and reporting standard of the systemic review, with a new methodology for planning and designing the systemic review, collecting data and evidence, identifying elements of a finding, conducting quality control, as well as writing reports. It was developed by MSI Director of the Institute for Public Accountability, Joseph Christoff assisted by Indonesian Consultant Philipus Pharera.
Following the completion of the manual of the systemic review, ORI is expecting to develop training modules to enable them to enhance knowledge and skills of their staffs at the central and regional offices on using the manuals to conduct systemic reviews. In this regard, USAID CEGAH is keen to provide support to develop a training module on systemic review based on the manual. USAID CEGAH will recruit a training module development consultant to do this. The consultant is expected to produce the training module and deliver a training of trainers (ToT) to ORI.

SCOPE OF WORK:
  1. Objective: 
           Training module on systemic review is developed and delivered to ORI through a training of trainers

  1. Activities:
           Three (3) days for:
    1. Learn the systemic review manual.
    2. Meet and brainstorm with ORI's representative and USAID CEGAH to gain a better understanding of the manual and determine the expected output of the training module.
           Two (2) days for:
    1. Draft a proposed outline of the content/curriculum and training module.
    2. Present the outline to ORI and USAID CEGAH for approval.
           Twenty (20) days for:
a.       Draft training module based on the approved outline.
b.       Present the draft to ORI and USAID CEGAH.
c.       Revise the training module based on ORI and USAID CEGAH feedback.
d.       Present the final module and user-manual for beneficiaries and USAID CEGAH approval.
             Five (5) days for:

                            a.  Deliver a training of trainers to ORI staff.
                            b.  Write final report that highlights achievements, recommendations, and action plan.

  1. DELIVERABLES:
1)      Outline/curriculum of the training module
2)      Draft of training module to be presented to ORI and USAID CEGAH
3)      Final training module (include slide presentation/hand out and training materials) approved by ORI and USAID CEGAH
4)      Report of ToT
