invites qualified bidders to submit proposals/bids for : Preliminary Activities of Non-Revenue Water (NRW) Program at PDAM Kota Magelang and PDAM Surakarta,
Background
The
USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan
Lingkungan Untuk Semua (IUWASH PLUS) program is a five-year initiative
designed to assist the Government of Indonesia (GOI) in increasing
access to water supply and sanitation services as well as improving key
hygiene behaviors among urban poor and vulnerable populations. USAID
IUWASH PLUS works with governmental agencies, the private sector, NGOs,
communities and others to achieve the following "high level" results:
I.
An increase of one million people in urban areas with access to
improved water supply service quality, of which at least 500,000 are
from the poorest 40% of the population (also referred to as the “Bottom
40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
II.
An increase of 500,000 people in urban areas with access to safely
managed sanitation and all of whom are from the "B40", vulnerable groups
or Indonesia’s eastern provinces.
To
ensure that improvements in access to WASH services are sustained,
USAID IUWASH PLUS is guided by a development hypothesis that focuses on
strengthening service delivery systems, so they can more effectively
reach the poorest and most vulnerable segments of the population. In
order to achieve this at scale, the program undertakes activities
through four interrelated components, including: 1) improving household
WASH services; 2) strengthening city WASH institutional performance; 3)
strengthening the WASH financing environment; and 4) advancing national
WASH advocacy, coordination and communication.
OBJECTIVE
The Objectives of the
activities are:
1.
Prepare
templates and forms for commercial losses activities, program planning as well
as SOP necessary for the implementation of a comprehensive NRW reduction
program:
2.
Conduct
trials of SOPs and forms for NRW commercial reduction activities, and improving
SOPs and form2 as necessary in accordance with test results (in PDAM Surakarta
and Kota Magelang)
3.
Improve
the ability of staff of 2 PDAMs in implementing the initial NRW program
activities, by involving and conduct building capacity of PDAM Staff in all
activities in this Scope of Work

Implementation
schedule of the activities is planned for 4 months from January – May 2018, and
parallel (simultaneously) for the 2 PDAMs. Provider will propose a schedule in
accordance with their respective methodologies, with a planning of 4 months,
but taking into account limited possibility of some additional time (max 1
month), if one of 2 PDAMs requires bit more time for trial SOP. The contract is under a Fixed Priced
Purchase Order (FPPO)
Reporting
& working environment
The consultant will be under the supervision of Urban Water Specialist Central Java and be fully supported by Urban Water Supply Specialist from National Office
Required Qualifications and Experience
Specialist Required
Estimated professional manpower required for
this program are :
a.
Team Leader : 1 person, 2 man-months
(overall program management)
b.
NRW engineer /
Specialist : 1 person, 4 man-months
(responsible for 2 PDAMs)
c.
Financial
Specialist : 1 person, 1
man-month (cost-benefit analysis for 2 PDAMs)
d.
Field Assistant engineer :
2 persons, each 4 man-months (on location in each PDAM)
