URGENTLY REQUIRED - Program Manager (Disaster Responses)

THE POSITION
LOCATION: UBUD, BALI


The Disaster Response Team is a new team within Kopernik, and we are looking for a highly-motivated, experienced individual to lead this program. Right now we are responding to the increased seismic activity of Mt. Agung which has prompted authorities to raise the volcano’s alert status to awas or level 4 (highest) on September 22, 2017, indicating greater probability of an eruption. Although authorities still cannot say when, or if the mountain will erupt, an Disaster Response period has been declared. The Indonesian National Board for Disaster Response (BNPB) urged residents and tourists to stay away from areas less than 12 km of the crater.

According to the latest data from the Regional Disaster Response Agency (BPBD) Bali, there are more than 140,000 people who have been evacuated from their homes as the volcano’s magma flows have risen closer to the surface, triggering hundreds of tremors. The residents are dispersed across more than 350 evacuation points.

Kopernik is part of a community effort which comprises Kopernik, IDEP, Bumi Sehat, Rio Helmi and Rucina Ballinger and the Green School Parents. The community effort, referred to as Mt. Agung Relief -  has been working to identify evacuation points that need the most assistance, assess the needs of the evacuees, and to address the basic needs of the evacuees.

We are now seeking a Program Manager that can coordinate the relief effort as the needs evolve.


REQUIREMENTS: 
  • University degree in relevant field (humanitarian response, public health, international development or related fields). Master Degree preferred. 
  • At least 5 years professional experience including direct experience in fast paced emergency environments and program management. 
  • Knowledge of Sphere emergency guidelines.
  • Indonesian national.
  • Fluency in Indonesian and English.
  • Experience managing and motivating teams. 
  • Strong communicator with ability to work with multicultural teams.
  • Fluency in excel, powerpoint, Google Drive Cloud based documents and very strong analytical skills. Impact and data focused. 
  • Experience in developing and maintaining strong partnerships with government and donor agencies.  
  • Creative and keen to innovate. 
  • Optimistic nature, honest, ethical, reliable, motivated, and passionate about social impact.
  • A can-do and collaborative mind set - comfortable with the ambiguities and demands of a rapidly evolving work environment. 
  • Ability and willingness to work in challenging and potentially unstable environments.
  • Car ride a motorcycle and possess valid drivers license (SIM C).

RESPONSIBILITIES
Program design, implementation and management

+ Develop and implement Disaster Response programming across the following areas:
  • Water and sanitation tools distribution & personal hygiene awareness 
  • Masks distribution & awareness
  • Solar light and device charging kit distribution
  • Livestock evacuation & maintenance
  • Camp improvement initiatives
  • Toilets, hand/washing stations construction and education
  • Community preparation for eruption & post eruption strategies
  • Simple livelihood initiatives in evacuation centres

+ Develop and implement new Disaster Response initiatives that are responsive to evolving needs.

Situation assessment and analysis
  • Closely monitor events in order to contribute to an accurate analysis of the fluid operating environment. 
  • Conduct needs assessments in affected locations to determine the types of emergency-related needs that need to be addressed. 
  • Interpret, summarize and present the findings and actionable recommendations in a succinct, visual way.
  • Strategically analyse inputs from a variety of formal and non formal sources. 
  • Guide the team in necessary program adjustments should the eruption or other disaster situation occur. 
Funding and financial management
  • With support from the Operations team, ensure proper financial management systems are followed on behalf of internal as well as partnership based initiatives. 
  • Identify and acquire new funding sources for the program. 
Reporting
  • Contribute to the preparation of high quality reports - substantive and financial. 
  • Sign off on external communications related to the program prior to publishing. 
Coordination and communication
  • Host regular coordination meetings, currently three times per week that involve a variety of stakeholders. 
  • Represent Mt Agung Relief in external coordination meetings. 
  • Maintain good relationships with key non-government organisations, community and government actors, donors and volunteers.
  • Monitor and when appropriate provide guidance in the Mt Agung Relief Whatsapp group.
Supervisory responsibilities
  • Recruit and manage performance of new team members on Disaster Response team. 
  • Supervise and mentor formal and informal Disaster Response team members, consultants and advisors.
