Position Title: Advertisement Videographic Consultant
Project Overview
Linkages Across the Continuum of HIV Services for Key
Populations Affected by HIV – or “LINKAGES” – is USAID’s first global project dedicated to key
populations (KPs). LINKAGES aims to accelerate the ability
of partner governments, key population civil society organizations and the
private sector to more effectively plan, deliver and optimize comprehensive,
scaled HIV/AIDS prevention, care and treatment services that reduce HIV
transmission among KPs and their sexual partners and improve the quality of
life for those who are HIV positive.
LINKAGES is led by FHI 360, in partnership with Pact,
IntraHealth International, and the University of North Carolina (UNC) at Chapel
Hill. The project also taps into and
amplifies local capacity for long-term sustainability and country ownership of
key population programming. To that end, LINKAGES engages a diverse array of
experienced organizations and special experts already working with key
populations in Indonesia. LINKAGES
prioritizes programming that aligns with PEPFAR 3.0’s five key agendas –
impact, efficiency, sustainability, partnership and human rights – to achieve
global 90-90-90 goals, sustainable programming, and an AIDS-free generation..
In Indonesia, the project contributes directly to the
targets identified in the National AIDS Commission’s National Strategy and
Action Plan (SRAN), 2015-2019 and the Ministry of Health (MOH) HIV National
Action Plan. Our success is intricately
tied to the efforts of the national program, which is led by the Ministry of
Health (MOH) and National AIDS Commission (NAC), and largely funded by the
Government of Indonesia (GOI) and the Global Fund to Fight AIDS, Tuberculosis
and Malaria (GFATM). Accordingly,
LINKAGES focuses its resources on two priority areas – Jakarta and Papua –
where the potential for epidemic control is greatest. Under the leadership of the GOI, we also advance
technical innovations that are evidence-based, but may not yet be enshrined in
policy or practice.
In Fiscal Year 2018 Workplan, LINKAGES planned to
intensify and scale up program effectiveness, efficiency and sustainability
using various innovation and ICT4D developed in responding current HIV
programming. Video documentation and other video-based reporting and tutorial
will be positioned as one of mean to achieve program effectiveness, efficiency
and sustainability goal.
Goal and Job Summary
Video graphic consultant will support LINKAGES staff to plan and establish pre-production process, production, editing, publishing and archiving video-based tutorial, video-based report, training and event videography, live event, program feature and documentary, and success story short film in Jakarta and Papua.
Scope of works
·
Development – generate initial ideas, propose storyboards,
and possible scripts for the video in dialogue with LINKAGES team and technical
units.
·
Pre-production – work closely with LINKAGES team and
technical staff to select filming sites, and finalize dates.
·
Production – record the raw elements for the videos and
photographs
·
Post-production – perform video editing to finalize the
videos
·
Publish/distribution – deliver the final videos and
photographs as well as all raw footage and upload selected videos and
photographs to an internet website as choose by LINKAGES staff.
·
Archive – develop digital master and stored it in
dedicated online storing provided by LINKAGES
Technical
Competencies
·
Able to operate a variety of video camera equipment, sound
recording devices, edit footage and up to date with technological advances
·
Able to use storyboard developer software
·
Able to perform offline and online video editing
·
Able to use non-linear editing software on home computer
·
Able to produce acceptable video using DSLRs camera
·
Familiar with scripting and dubbing process
·
Able to work in the studio, field and remote location
Minimum
Qualification
·
Diploma or bachelor’s degree in videography or some other
course related to video production
·
Four years of experience in videography production
·
Creative portfolios, including internet link or digital
copies of relevant short video/film
developed by the candidate
·
Possess video graphic equipment and post-production tools
and software
Deliverable
Short videos or films in variety format
related to LINKAGES innovation (video-based tutorial, video-based report,
training and event videography, live event, program feature and documentary,
and success story short film, etc).
Consultancy
Location and Travel
The consultancy will be based in Jakarta with
possible travel to Papua. This consultancy if for maximum 120 working days from
Jan 10 to September 30.

30, 2018
Remuneration and Expenses
The consultant will be paid an agreed daily
rate for her/his services. Payment will be made on a monthly basis
after the successful completion and approval of tasks assigned during that
month.
