Background:
This ToR will outline the responsibilites of a
consultant to do the Documentary Film Making of GADIS (Girls in Action on
Developing Inner Selves) in 5 Childfund’s Indonesia working area of DIY and
Central Java.
About ChildFund Indonesia
ChildFund is an International NGO that has been
implementing child-centered projects in Indonesia since 1973. Currently we work
through its partners in parts of 31 districts and municipalities in eight
provinces namely: Jakarta (3 districts), Banten 1 district), West Java (2
districts), Central Java (7 districts), DIY Yogyakarta (2 districts), Lampung
(3 districts), South Sumatra (2 districts), and East Nusa Tenggara 11
districts). Presently ChildFund’s work is quite dispersed across the nation,
within provinces, within districts and even within sub-districts; this means
that ChildFund is having greatest impact at household and community levels.
To date, 432,615 children and families have benefited
from this program, ChildFund Indonesia works in partnership with community based
organizations throughout Indonesia to suppport children and youth who are
Deprived, Excluded and Vulnerable (DEV) so that they can improve their lives
and become young adults, parents and leaders who will bring lasting and
positive change in their communities
Our focus are Child Protection Education, Health,
Emergency Response, Disaster Risk Reduction, Food Security, Economic
Development, and Gender Mainstreaming, this all sectors to promotes societies
whose individuals and institutions participate in valuing,
protecting, and advancing the worth and rights of children
GADIS Projects
The goal of GADIS Project; Vulnerable infants, teenage girls/young
women living in catchment areas known for trafficking in Central Java are
protected and prevented from human trafficking. Since the situation
of human trafficking, especially children and adolescents still remains as existing issue or serious
concern in Indonesia. Many cases of human trafficking have
been revealed with various purposes. Vulnerable groups are children and young
women, that is the young women who
had been married with very limited economic situation to support the
needs of families and to solve the inability to face the economic situation of the
family, often causing them to be targeted by traffickers even the parents
because of the lack of information and unable to care of their children or baby and then
handed over to persons without going through the proper procedures. This is to make children or
their baby have a high
risk of becoming victims of trafficking for the purpose of exploitation or
organ trafficking.
Documentary Film of Human Trafficking
The situation of Human and Child Traffiking is high
alarm in Indonesia as there is no reliable Data. Data revealed by
media /news at National or sub national level has drawn an attention for all
related stakeholder.

Children and family whose living in difficult
situation aspecially those living in the poorest area with limited access to
the infromation are prone to be traffic.
This Documentary film aim to use as media
socialization for community. Childfund and Local Partners will give
it the case study of GADIS Project to be learn by “the movie maker”. Suggestion
for the documentary process is capturing individual or group change promoted by
the project.
In developing materials, needed an expert consultants
who understand the issues of
trafficking and assist to provide input to the content of the film which are made. In the
process of designing of this film will meet various people from community, willage leader, youth,
child and also from related SKPD if needed The consultant must have
good understanding about Child Protection Policy and good experinced in
developing Documentary Film.
The aim of the The Concultancy Of
Documentary Film on Child Trafficking are :
To gather information about knowledge and effort of
the community, KPAD/Watchdog Committe, government on preventing Human/Child
Traffiking in Childfund area of Central Java and Special region Of Yogyakarta.
To visualize the issues and information and effort of
the community, KPAD/Watchdog Committe, government on preventing Human/Child
Traffiking in Childfund area of Central Java and Special region Of Yogyakarta
and easy to use as media campaign.
Creating a
Documentary Film for the Prevention and Handling of Trafficking as a KIE
media aimed at supporting activities such as socialization in the community,
trainings to various parties, advocacy to local government.

Region of Yogyakarta
Deliverable :
- Assesment
and tracking issues of Human/Child Traffiking in Childfund’s working area in
DIY and Central Java to create scenario of the film
- Technical
discussion with 5 LPs to make design of implementation
- Taking
spot of film, FGD and indepth interview with children, Watchdog
Commite/KPAD/KPAK and Government.
- Editing
film and Exposure: delivery progress implementation & draft
(1) documentary film to get correction, input / suggestion from Childfund Indonesia
- Final
editing and final exposure to Childfund Indonesi
- Considering
the norms and values when that have been practice in assiting area.

Qualifications
- Have good experience in Making
Film especially Documentary film
- University degree in
Developmental Studies, Social Work, Social sciences, or any other related
field.
- Knowledge and extensive
experience in Human/Child Trafficking
- Experience and understanding the
context of Child Protection Systems in Indonesia
- Child Friendly Facilitator for
children and youth.
- Does not have a criminal record
on abuse children
