Regional Economic Development (NSELRED)
The National Support for
Local Investment Climates (NSLIC) / National Support for Enhancing Local and
Regional Economic Development (NSELRED) Project is undertaken in partnership
with the Government of Indonesia through the National Planning Agency (BAPPENAS)
with the financial support of the Government of Canada provided through Global
Affairs Canada (GAC) with capacity building for improving local investment
climates and local economic development in selected Districts in 2 Provinces -
Southeast Sulawesi and Gorontalo and 18 new growth center throughout Indonesia.
NSLIC/NSELRED Project is looking “Monitoring & Evaluation Consultant”, Jakarta-based. M&E is responsible for conducting the monitoring of performance
and evaluating the success of the 6 RIF Projects in Indonesia: Tabanan (Bali),
East Lombok, Kubu Raya, Maluku Tengah, Banyuwangi (East Java), and Pinrang
(South Sulawesi). The M&E Consultant will provide support for activities
under Immediate Outcome 1210 (Improved ability of national – level agencies to
support equitable, gender – responsive and environmentally conscious local and
regional economic development).
PURPOSE
The purpose of the assignment is to assist the implementation of RIF Projects’
monitoring and evaluation of the national support to local government
programming innovations that include environmentally sustainable, gender
responsive and good governance enterprises development.

January 1st through December 31st, 2018

LOCATION
Jakarta, 6 RIF selected areas.
KEY RESPONSIBILITES
of the M&E
Consultant during the implementation phase of RIF will include the following:
· Develop the M&E tools to be used in 6 selected RIF
areas
· Develop training module on how to use the M&E
tools
· Facilitate the M&E workshop for RIF Secretariat,
RIF Team and local partners
·
Conduct
the M&E in 6 innovation projects according to the
agreed schedule
·
Responsible for collecting date against the agreed indicators
·
Ensure quality of the data
by random verifications and validations
·
Record, manage and
preserve monitoring and evaluation data in a safe and accessible way
· Ensure that the implementation of field activities
adheres to the monitoring and evaluation system
· Provide
feedback to project teams and partners on projects’ performance based on
monitoring data findings
· M&E reporting
SPECIFICATIONS
Professional Qualification
·
Minimum Bachelor degree in
any social or natural science discipline
·
Knowledge and
understanding of project monitoring and evaluation
·
Understanding of the
M&E systems in development organisations
Experience
·
Minimum 3 years’
experience in monitoring and evaluation with at least 2 years with an international
organisation
·
Experience in monitoring
and evaluating of donor funded projects
·
Experience with field data
collection
·
Experience in report
writing
·
Strong experience and skills in research,
data collection, analysis, and management;
·
Strong monitoring and reporting skills with
excellent knowledge and experience in programme management;
·
Experience in organizing and facilitating
training and learning sessions; and
·
Extensive work experience in Indonesia,
fluency in Indonesian, and working knowledge of English.
Skills

Knowledge of evaluation
concepts and procedures, in particular the monitoring and evaluation of
economic interventions;

Ability to understand the
data needs of a broad range of users;
