Project Summary
Through
the USAID-funded Health Technical Assistance Project (BANTU), Palladium
supports USAID Indonesia?s Country
Development Cooperation Strategy (CDCS) by rapidly leveraging
specialized short- and long-term technical assistance to USAID,
USAID-funded programs, the Government of Indonesia (GOI), and other
organizations and agencies as required.
Background
Indonesia
is the largest economy in Southeast Asia and is categorized by the
World Bank as a lower middle-income country, with a gross domestic
product (GDP) of USD$3,475
per capita (2015). Despite Indonesia’s growing economy and net decrease
in both the number and proportion of poor people over the past five
years, an estimated 40 percent of the population (95 million people) is
considered poor or vulnerable, facing reduced
access to essential services compared to the non-poor and wealthy.
Estimates
for maternal mortality range from 305 (Indonesia Inter-Census Survey
2015) to 346 (Indonesia Census 2010) maternal deaths per 100,000 live
births, indicating
that maternal mortality is higher than other countries in the region.
Indonesia did not meet its Millennium Development Goal target of
120/100,000 live births. Going forward into the Sustainable Development
Goals (SDG) era, the global target of 70 maternal
deaths per 100,000 by 2030 requires an average 7.5 percent annual rate
of reduction from 2015-30 (SDG 3 – Health). Although child mortality has
steadily declined in Indonesia, progress on neonatal mortality has
stagnated at 19 deaths per 1,000 live births.
Neonatal deaths are a growing proportion of all child deaths, currently
at an estimated 50 percent of all under-five child deaths.
Ending
Preventable Child and Maternal Deaths continues to be a priority for
USAID, with Indonesia being one of 22 focus countries across the globe.
USAID/Indonesia
manages a series of programs that provide technical assistance to
support the Government of Indonesia’s national and sub-national efforts
to reduce key health challenges through the implementation of proven,
evidence-based approaches which can lead to large
scale impact. Working with a variety of development partners,
USAID/Indonesia is committed to supporting institutionalization of local
solutions - both at the national and decentralized levels - to ensure
resilient health systems that are responsive to community
needs, especially targeting the poorest and most vulnerable.
USAID
Office of Health is seeking a long-term Project Management Specialist
for MCH (12 months contract) to provide assistance to the MCH Team Lead
on matters related
to maternal and child health (MCH) and health systems strengthening.
The incumbent will provide assistance related to operational planning of
MCH program activities, monitoring and evaluation of MCH program
results, management and technical assessments and
development of MCH programs. S/he will assist the engagement in
communications with the Government of Indonesia (GOI) stakeholders and
others development partners concerning MCH programs.
Responsibilities
a)
Assist
the MCH Team Lead to manage MCH-funded bilateral and field support
activities. Assist the monitoring and evaluation of projects
including data quality reviews, technical reviews, site visits, and
administrative and financial reviews (35%).
b)
Provide
assistance to the MCH Team Lead to coordinate meetings with key
Government of Indonesia (GOI) stakeholders at national, provincial
and district levels. Assist the coordination of GOI participation in
MCH-related meetings outside the country as needed. Assist the
coordination of development programming with other donors and UN
agencies, such as World Bank, WHO, UNICEF, and UNFPA. This
includes assisting the initiation and planning of multi-donor,
multi-sectoral coordination meetings as well as technical meetings to
advance improved MCH practices and/or policies (30%).
c)
Assist
the MCH Team Lead in ensuring that MCH activities are technically
up-to-date as well as capturing and sharing lessons learned
and best practices for MCH programming with USAID colleagues in
Indonesia, Washington, and other USAID Missions (25%).
d)
Assist
the MCH Team Lead in responding to ad hoc and systematic data requests
in compliance with U.S. Government Initiatives and mandates
and in alignment with Agency policies and USAID/Indonesia Mission
objectives (10%).
Requirements
a)
Bachelor’s
degree from an accredited university in a field such as public
administration, social science, business, public health, health
sciences, etc.
b)
Minimum
3 years of progressive experience in project management and
implementation. Experience working with the Government of Indonesia
or in the private sector at the national and/or local level. Experience
working with or for an international donor or partner strongly
preferred.
d)
Incumbent must have a good understanding of international development programs. S/he must
have solid knowledge of the design, management and evaluation of development programs in Indonesia.
S/he
must have a strong understanding of the Government of Indonesia
systems, ministries, agencies and institutions, including the challenges
and opportunities
associated with de-centralization.
e)
Project
management skills are required. Incumbent should have knowledge of
basic quantitative and qualitative project monitoring and
evaluation methodologies. S/he must have proficient computer skills
(Microsoft Office, Google applications, and other online services). The
incumbent must be a fast learner on topics related to public health,
international donor, program management, financial
management and USG priorities. S/he must be able to work well with a
team, demonstrating strong interpersonal skills and good judgment in
order to meet all Mission objectives.
