Project Summary
Through the
USAID-funded Health Technical Assistance Project (BANTU), Palladium
supports USAID Indonesia?s Country Development Cooperation
Strategy (CDCS) by rapidly leveraging specialized short- and long-term
technical assistance to USAID, USAID-funded programs, the Government of
Indonesia (GOI), and other organizations and agencies as required.
Background
Indonesia
has made significant progress in TB control over the past decade,
however, the TB prevalence survey of 2013 indicated that TB prevalence
was actually 2.5 times
higher than previously thought (since the previous survey in 2004).
Indonesia
has the second-highest TB burden in the world with more than 1 million
new cases every year. TB notification is 368,000 which indicate that
632,000 TB cases are
missing. TB also is the fifth leading cause of death in Indonesia and
the leading cause of death from an infectious agent; about 100,000 TB
deaths occur every year (275 per day).
In
addition to having the second highest burden of TB in the world
Indonesia has the third highest number of TB cases which includes a high
number of Multidrug-resistant
TB (MDR-TB) cases –estimated to be 2% of all new and 12% of all
re-treatment TB cases in the country. There is a high cost to testing
and treating MDR-TB cases and Indonesia has limited capacity to address
this problem including: limited number of facilities
that can diagnose and treat MDR-TB, as well as limited laboratory
capacity and limited local budgets and commitment to address this
challenge of MDR-TB.
In
2014, Indonesia launched TB National Strategic Plan 2014-2019 which is a
guide for USAID TB programming over next five years in order to ensure
our assistance is closely
coordinated with National TB program priorities and synergistic with
GF, ATM and other donor agencies.
USAID
has identified five key interventions that has been prioritized based
on TB National Strategic Plan; Ensuring universal access by integrated
TB
program into National Health Insurance (JKN) and securing increased
local budget for TB program, increasing case detection, ensuring quality
of treatment, expanding diagnostic services and Surveillance.
USAID
continous to support National TB program under TB portfolio though
Challenge TB project, Promoting Drug Quality, Supply Chain Mangement,
Community
Empowerment of People Against TB (CEPAT), Health System Strenghtening
and Private Sector Engangement.
In
2012, CEPAT was awarded to three local organization, Jaringan Kesehatan
Masyarakat (JKM), Lembaga Kesehatan Nahdatul Ulama (LKNU), and Roman
Catholic
Diocese (RCD). Two groups of the CEPAT project will end in December 2017 and one
of CEPAT will end in March 2018. CEPAT project works
in partnership with National
TB Program (NTP) aiming to enhance capacity and skill to improve TB
awarness an TB case detection through community mobilization
Scope of Work
USAID Office of Health is seeking a long-term National Consultan for TB (12 month contract with option for renewal)
to provide technical and management support to the
Office Health focusing primarly on Tuberculosis (TB). Under
the direction of Infectious Disease Team Leader or designee, He/she will support TB port folio activities and as well as support cross cutting activities including
Health strengthening system and private sector.
a)
Provide continous support to CEPAT project activities
during the closeout of the project
b)
Provide continous support in the impelementation of USAID TB port folio including but not limited to Health System Strenghtening , development of partnership with
Civil Society Organzation, Stop TB partnership and Private Sector Engagement
c)
Provide technical input related to Intermediate Result 3.1 (I.R.3.1) under Development Objective
Three Global Development priorities of mutual interest advanced
d)
Provide technical,
analytical and programmatic input in order to support Office of Health
for TB disucssion and interaction with Ministry of Health, sub national
Government and other ministrial, organization related
as required.
e)
Provide continous support in
day-to-day activities of the USAID Health Office particulary TB team
including: contribute to of all TB documentation required by Office of
Health
f)
Provide any other technical, analytical, programmatic and administrative input to the Office of health as required.
Required Qualification
Education: Medical degree is required; and an advanced degree in Public Health is preferred.
a.
Prior Work Experience:
Seven (7) years of progressive experience with
the development and management of public health programs in Indonesia is
required. Prior experience with Tuberculosis or other infectious
diseases program is preferred.
b.
Language Proficiency:
Fluency in both written and spoken English level-4 is required. The
incumbent required to independently prepare and edit technical documents
and correspondence
at a professional level on a regular basis. The Incumbent will need to
be able to speak and make formal presentations on regular bases in
English and Bahasa Indonesia to senior USG officials and GOI
counterparts respectively
c.
Knowledge:
The incumbent has solid technical knowledge and understanding of the
development, management and evaluation of public health or development
programs.
d.
Skills and Abilities:
The incumbent must demonstrate a high degree of
interpersonal, analytical, communication, managerial, leadership,
planning, negotiating and problem solving skills. The incumbent will be
required to establish and maintain strong relationships
with GOI counterparts at all levels, as well as a range of implementing
partners and other international donors.
