Request for Proposal
To Facilitate Training of Provincial Health officials on the National Integrated VAS guidelines, and Recording and Reporting for Strengthening Implementation of VAS program in Indonesia”.
 
Nutrition International (NI) formerly known as the Micronutrient Initiative (MI) has supported VAS program in Indonesia from 2009-September 2016 in six provinces (North Sumatera, South Sumatera, West Java, Banten, Riau and West Nusa Tenggara). NI has demonstrated the implementation of the Replication Package in these 6 provinces. This “Replication Package” included guidance on specifics of estimation of VAC stocks, streamlining the supply chain, micro-planning, budgeting, recording and reporting including how to use the data to identify low-coverage districts and plan for mop-up activities, monitoring and supervision. During 2016, NI also supported MoH to review and update the national integrated VAS guidelines and developed manual of QRS (Quality Reporting System) which has been implemented in the 6 provinces to improving the quality of VAS reporting and program management.
NI has been supporting the MoH  to replicate the key program elements which have been successful in improving and sustaining coverage of the VAS program in these six provinces to the national level since October 2016. Currently, NI has conducted advocacy meetings in other 5 non NI supported provinces (i.e. Jambi, Central Java, Bangka Belitung, West Kalimantan and South Sulawesi) to introduce the “Replication Package” of the VAS program and QRS tools (which have been implemented in six NI supported districts/provinces). NI also conducted a PECS (Post Event Coverage Survey) in the 6 NI supported provinces and the results of the PECS study and update from the advocacy workshops were shared with MoH in October 2017.
Furthermore, to strengthen the government’s commitment to the VAS program and better integrate the VAS program with other programs and improve the recording and reporting of the VAS program, there is need to conduct a refresher training for program managers/supervisors at the Provincial level. The aim of the training is to provide an update on the national integrated VAS guidelines, including tools on the recording and reporting/QRS tools and the E-PPGM (an update on the electronic monitoring and reporting system for nutiriton program developed by MoH). The findings from the PECS (Post Event Coverage Survey) will be also disseminated during the training to advocate with the PHO to improve their implementation strategy of the VAS program.  NI is looking for an agency that will provide logistical support and support NI and MoH to facilitate this refresher training of health managers/supervisors from 34 provinces to strengthen implementation of VAS program in Indonesia.
 The activities will be held in December 2017 - mid-March 2018
