1.      Operational Context
The Supreme Court has conducted certification training for judges in the Special Court for Corruption Cases/ Anti-Corruption Court since 2009, with more than 2000 judges being trained across Indonesia. From 2009 - 2017, the Supreme Court has been conducted 18 batches of certification training for judges in the Special Court on Corruption and trained around 1880 judges as participants. The corruption certification training has produced the largest number of certified judges since 2009.[1] As the anti-corruption court has grown from a centralized one in the Central Jakarta District Court, now a Specialized Court for Corruption Case has been established in each of 33 provinces in Indonesia, thus needing more competent (an equal level of competencies and capabilities) career and ad hoc judges with integrity in handling corruption cases.
USAID CEGAH grantee, Masyarakat Pemantau Peradilan Indonesia Fakultas Hukum Universitas Indonesia (MaPPI FHUI) and PT. Sapta Daya Mukti (PT. SDM) has conducted activities to review previous implementation based on judge’s competencies in handling corruption cases and enhance the current curriculum and materials in the Certification Training for Specialized Court Judges based on the review. MaPPI is also assisting the Working Group and Training Centre with a system that enable Supreme Court to monitor the implementation and review of certification after the training has been conducted. In September 2017, Supreme Court finally established Working Group on Development of Anti-Corruption Certification Training for Judges and issued Supreme Court Decree No. 169/KMA/SK/IX/2017 of the Working Group with the task to improve current curriculum, module, certification system, and post-training oversight mechanism for judges on corruption cases. Key personnel from MaPPI FHUI and PT. SDM are part of the working group members and has finalized the training need assessment of the previous training module and materials.
Based on the assessment, MaPPI and MA’s Working Group is currently revising the current participant selection process based on competency and interest of judges in handling corruption case, module that outlined clearly training objectives, competencies, syllabus and curriculum of education and training standard with details and operational context with standard syllabus and modules. Furthermore, there should be different selection process between career and ad-hoc judges to obtain relatively adequate quality of anti-corruption judges who join the certification training before the training to achieve the ideal (standard) competency. Based on the assessment, MaPPI FHUI together with Supreme Court working group will finalized the improved module and material in January 2017.
Following that, USAID CEGAH will support trial/simulation of the new and improved curriculum and module to ensure that MA’s trainers are able to implement the training effectively on the annual certification training conducted by Supreme Court annually through state budget (APBN). USAID CEGAH will engage 1 (one) senior and 1 (one) junior consultants to support the Supreme Court Working Group to conduct a trial/simulation of certification training for judges at Special Court on Corruption in Jakarta. The participants of this training will be in total around 50 judges from the Special Court on Corruption of Jakarta and 4 (four) targeted USAID CEGAH regions. The consultants will take important roles throughout the process of trial/simulation, since the preparation period until the final advocacy to the Supreme Court.
The junior consultants will also work and conduct a series of meetings with the Supreme Court, relevant Civil Society Organizations (CSOs), and other relevant law enforcers to strengthen the certification training, especially the Judicial Training Centre of the Supreme Court throughout the process from pre- until post-certification training. The effectiveness of this simulation will positively impact the Supreme Court to independently conduct better certification training in 2018 and train the judges to properly adjudicate corruption cases in accordance with the laws.

II.   Scope of Work
1.      Objective: 
      Junior Consultant
The role of the consultant is to support senior consultant to organize trial or simulation of the certification training for judges at the Special Court on Corruption in Jakarta through technical and administrative matters. This will also include coordinating with Supreme Court Working Group and Judicial Training Center. 
2.      Tasks:
      Junior Consultant
  • Organize and conduct preparation meeting to rolled out and implement trial/simulation of Certification Training for judges at Special Court on Corruption in Jakarta with Supreme Court working group, Judicial Training Center, Judicial Reform Team Office and other related unit in the Supreme Court ;
  • Build and maintain good relationships with all relevant stakeholders;
  • Collect Feedback Forms from participants and the Supreme Court to be analyzed together with Senior Consultant;
  • Under supervision and advisory from Senior Consultant, provide draft of reports and Minutes of Meeting (MoM) of all activities.
  • In collaboration with Senior Consultant, ensure the effectiveness of trial/simulation of certification Training process including the application of the proposed module from MaPPI FHUI and PT. SDM for judges at Special Court on Corruption in Jakarta 
3.    Deliverables:
  • Minutes or short report of meetings (strategic, discussion, consignment) conducted with Supreme Court officials, working group and related stakeholder in preparing, implementing and reporting trial/simulation of newly developed Anti-corruption Certification Training for Judges curriculum and modules.
  • Invitation letters and any communication form with Supreme Court officials, working group and related stakeholder in preparing, implementing and reporting trial/simulation of newly developed Anti-corruption Certification Training for Judges.
  • Mapping of collected feedback form on trial/simulation of newly developed anti-corruption certification training curriculum and modules to be analyzed by Senior Consultant.
  • Drafting final report of trial/simulation of newly developed anti-corruption certification training curriculum and modules conducted including recommendation for future implementation with state budget (together with Senior Consultant). 
  • Other administrative or substantive work needed to implement the activities supporting Senior Consultant (with USAID CEGAH Team at TAF Approval). 
4.    Qualifications:
 Junior Consultant
  • Has a development study background preferably legal or other relevant social studies
  • Has minimum 3 (three) year experience working with GoI in development project.
  • Experienced in working with government of Indonesia institution; training or law enforcement agency is an additional value.
  • Able to work independently and with a team, under a tight schedule and in high pressure situation
