Sustainable Land Use Development and Stakeholder Expert

LESTARI BACKGROUND
USAID
LESTARI supports the Government of Indonesia (GoI) to reduce greenhouse
gas (GHG) emissions and conserve biodiversity in carbon rich and
biologically significant forest and mangrove ecosystems. Built on the
strong foundation of USAID’s IFACS project, LESTARI applies a landscape
approach to reduce GHG emissions, integrating forest and peatland
conservation with low emissions development (LEDS)
on other, already degraded land. This is achieved through improved land
use governance, enhanced protected areas management and protection of
key species, sustainable private sector and industry practices, and
expanded constituencies for conservation among
various stakeholders. LESTARI is implemented under the leadership of
Tetra Tech and a consortium of partners including WWF-Indonesia, Winrock
International, Wildlife Conservation Society (WCS), Blue Forests,
Yayasan Sahabat Cipta, PT Hydro South Pole Carbon,
Sustainable Travel International (STI), Michigan State University, and
the FIELD Foundation. LESTARI runs from August 2015 through July 2020.
LESTARI
activities are targeted in six strategic landscapes on three of
Indonesia’s largest islands, where primary forest cover remains most
intact
and carbon stocks are greatest. In northern Sumatra, the Leuser
Landscape comprises significant portions of Aceh Selatan, Gayo Lues,
Aceh Tenggara, and Aceh Barat Daya districts, and includes the Aceh
portion of Leuser National Park and Singkil Wildlife Sanctuary.
In Central Kalimantan, LESTARI works in the Katingan-Kahayan Landscape,
comprising Pulang Pisau, Katingan, and Gunung Mas districts;
Palangkaraya municipality; and Sebangau and Bukit Baka Bukit Raya
National Parks. LESTARI also works in four landscapes in
Papua. Sarmi and Cyclops Landscapes are located along the northern
coast and comprise Sarmi district as well as Jayapura district and
municipality. The Lorentz Lowlands Landscape, comprising Mimika and
Asmat districts plus a large portion of Lorentz National
Park, and the Mappi-Bouven Digoel Landscape are located along Papua’s
southern coast. LESTARI is managed from its headquarters in Jakarta,
with offices in each landscape as well as the provincial capitals of
Aceh, Central Kalimantan, and Papua.
Overall Results of LESTARI are:
- At least 41% of total CO2-equivalent emissions reduced from land use, land use change and deforestation averaged across all landscapes within the project scope;
- At least 8.42 Million hectares of primary or secondary forest, including orangutan habitat, under improved management;
- Management of at least six conservation areas improved, resulting in the conservation of valuable orangutan and other key species habitat, and the reduction in poaching of threatened and endemic species;
- At least ten public-private partnerships (PPPs) promoting low-emissions conservation oriented development established;
- Funding leveraged from public and private sources, representing co-investment in project outcomes;
- Increased commitment of key private sector, government, and community stakeholders regarding the positive benefits of conservation and sustainable use of forests and the species they encompass;
- Policies, laws, regulations, and procedures in support of low emission development and forest conservation and management increased, promulgated, and enforced at all levels; and
- Models for successful integration of district, provincial, and national low emissions development and forest conservation strategies developed and shared at all levels of government and with other key stakeholders.
POSITION SUMMARY
The
Sustainable Land Use Development and Stakeholder Expert
is responsible for leading the development of a series of innovative web
based spatial analysis tools that are intended to improved licensing
and permitting of concessions in Indonesia to supporting effective
forest and land use governance, reduce deforestation,
and improve environmental sustainability. The three-key qualification
for this job are: 1) skilled at stakeholders engagement, organization
and consensus building among subnational government staff, government
agencies from the land use sector, NGOs, and
private sector; 2) experience and in-depth knowledge of land use
governance in Indonesia; and 3) experience in the management and
development of web based spatial analysis tools including GIS
applications and web development.
The
Sustainable Land Use Development and Stakeholder Expert will work for
the USAID funded project, LESTARI. The spatial analysis tools that are
being developed are called the Sustainability Screening Toolkit (SST).
The intention of the SST is to help government agencies and private
companies improve the processing, monitoring and approval of land use
concession permits, and improve the screening of
those permits to meet environmental standards that will help improve
sustainable land use practices, reduce deforestation and reduce GHG
emissions. The SST is currently being developed in 3 of the LESTARI
‘landscapes,’ Central Kalimantan, Papua, and Aceh
with a strong focus on coordinating between provincial and district
government agencies, including the One Stop Service and the Bappeda
office. However, the work will also require an understanding of
National policy and how that policy is influencing sub-national
institutions, policies like One Map, and institutions like BIG. The
Sustainable Land Use Development and Stakeholder Expert work will focus
on coordinating with stakeholders in all three landscapes and help lead
the development of the SST in each landscape
to meet stakeholder needs. As such the position will require strong
skill in coordinating with government agencies, a clear understanding on
land use issues and concession regulations and processes in Indonesia,
and a technical understanding of GIS systems
and web based development. The Sustainable Land Use Development and
Stakeholder Expert will work closely with a team of GIS programmers to
develop the SST. Therefore, the candidate must be able to communicate
effectively between government stakeholders and
technical developers to facilitate the efficient development of the
SST. Preference will be given to candidates that are adept at
government stakeholder engagement and have technical skills in land use
and GIS web development.
Together
with the LESTARI team, Winrock’s home office technical staff and web
developers, the Sustainable Land Use Development and Stakeholder
Expert will manage the design and development of the web-based GIS
tools. The candidate should be ready to help develop web based GIS tools
that will examine the social, greenhouse gas, hydrological,
biodiversity, and other ecosystem services impacts of various
potential policy and land management decisions. The Sustainable Land
Use Development and Stakeholder Expert will also work to compile local
and national spatial data.
The
Sustainable Land Use Development and Stakeholder Expert will need to be
fluent in both Bahasa Indonesian and English, they will need to show
strong understanding of land
use policy in Indonesia and its impacts on deforestation and
environmental sustainability, they will need to have technical skills in
GIS and web based programming, and they will need to be able to
contribute to writing, reviewing and editing technical materials
for project deliverables and tool development.
The position will require significant travel, around 1 week of travel every month.
Major Responsibilities
In
close collaboration with the Project Directors, Program Officers and
other staff, the Sustainable Land Use Development and Stakeholder Expert
will:
- Coordinate with government stakeholders in all three of LESTARI landscapes;
- Coordinate with LESTARI staff at the central office and in each of the three landscapes;
- Be able to communicate with a wide variety of stakeholders from high level national leaders to local farmers about the issues of land management, deforestation, GHG emissions, and other environmental issues and policy in Indonesia;
- Be able to communicate with a wide variety of stakeholders from high level national leaders to local farmers about GIS applications, web map development and how these tools can help stakeholders;
- Be able to communicate with a wide variety of stakeholders from high level national leaders to local farmers about the laws, regulations, and issues surrounding licensing and permitting of concessions in Indonesia;
- Clear technical understanding of GIS and web tool development and the ability to both communicate that to stakeholders and technical developers. Act as a bridge between the local stakeholders and the technical developers;
- Gain in-depth knowledge of the GIS tools and provide suggestions for improvement based on GIS knowledge and stakeholder engagement in order to improve land management decisions in Indonesia;
- Work with and identify strategic partners and help to develop collaborative initiatives to address evolving issues in land use management in the priority landscapes in Indonesia;
- Provide technical assistance on GIS development, land use issues, licensing and permitting, deforestation and GHG emissions;
- Prepare and contribute to presentations of methods and results at public and private fora, from high-level national stakeholders to community members;
- Maintain knowledge of evolving issues in the global climate change and environmental fields;
- Conduct literature reviews and background document research;
- Facilitate communications with project directors, team members and partner organizations;
- Prepare periodic reports and written deliverables for institutional partners, donor agencies and Winrock;
- Run spatial analyses using ArcGIS and export data for project use;
- Prepare project deliverables including spatial information analysis, database development, and publishing online maps with ArcGIS Online.
Qualifications AND BACKGROUND
Education:
- Master’s degree required with demonstrated coursework in the environment and application of GIS techniques to issues in ecosystem ecology, forestry, soils, biodiversity, natural resource management or a closely related field. Bachelor’s degree with extensive work experience will be considered as equivalent.
Experience:
- 5+ years of experience collaborating with public and private sector stakeholders required;
- 5+ years of experience in GIS applications related to natural resource management required;
- Experience in analysis and design of projects using information technology and GIS required;
- Knowledge and experience with the spatial datasets developed, spatial analysis and cataloged for Indonesia at local, regional, national, and international desired;
- Familiarity with Indonesian government agencies associated with land use, environment, concession process, spatial and non-spatial information services desired;
- Knowledge of the licensing and permitting process for land use in Indonesia;
- Familiarity with climate change mitigation and greenhouse gas emission accounting;
- Familiarity with development and sustainability policies and pledges by government and private sector desired;
- Familiarity with technical aspect for palm oil and forestry especially applications of GIS for private sector desired;
- Experience with databases using SQL including construction and macro development is a plus.
Skills:
- Written and oral fluency in Bahasa Indonesia and English required;
- Ability to work and train using ESRI software (ArcGIS 9.x, ArcInfo Desktop, ArcSDE, ArcIMS ArcView 3.x, Arc Server);
- Highly developed presentation skills with ability to lead discussions within a diverse group setting to achieve consensus and results;
- Personal computer applications including Microsoft Word, Excel spreadsheets, email, presentation, and database software;
- Excellent organization and management skills essential, including ability to coordinate a variety of tasks, meet deadlines and work effectively under pressure;
- Demonstrated strong analytical capability and excellent interpersonal skills are required;
- Good oral and written communication skills required;
- Self-motivated and able to work independently;
- Familiarity in programming in related languages is a plus.
