Yayasan Sayangi Tunas Cilik (Save the Children
Indonesia) is changing for the better. We've begun to build a national
organization that aims to be a strong, local, and self-sustaining
voice for children in Indonesia. To this end, SC Indonesia has been
designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has
been identified as part of the next way of new member development, which
focusses on strengthening and localizing our
voice for children in strategic middle income countries. Indonesia has
been authorized by member ballot to start fundraising locally as a first
step towards building a financially sustainable local organization.
Future work will also involve developing a strong
local governance structure and building key partnerships with local
government, the private sector, local civil society among others.
Success of the pilot phase will set Indonesia on a pathway to full
membership.
We are currently seeking to fill the following position:
Director of Program Development, Quality and Learning (PDQL-D)

ROLE PURPOSE:
The Director of
Program Development, Quality and Learning (PDQL-D) shares in the overall
responsibility for the leadership, strategic vision and direction of
the Yayasan
Sayangi Tunas Cilik country programme. The PDQL-D in his/her capacity
is responsible for overseeing and ensuring strategic development of high
quality, evidence based, innovative programs, in all settings and
contexts, that deliver immediate and lasting change
for children and contribute to Save the Children’s global
breakthroughs;
leading the development and implementation of the
Country Strategic Plan (CSP); ensuring robust learning and knowledge
management processes are in place; and coordinating external
representation. The role will lead on provision of
technical inputs to ensure achievement of advocacy goals at sub-national
and national levels. The role will also lead on revenue generation and
increasing the
country’s funding portfolio in line with the CSP, through leading on
program design and development of funding proposals. One of the key
aspects of the role is ensuring capacity building, mentoring and
coaching of technical advisors, MEAL and Research team
in order to build technical excellence and ensure a strong PDQL
department..
The
PDQL-D plays a crucial leadership role in the Indonesia Programme and operates in
a challenging role within a complex environment requiring a dedicated,
experienced and highly motivated leader who can operate in a high
profile, rapidly transitioning environment. The PDQL-D leads a team who
deliver on the key areas of accountability through
their leadership, collaboration, coordination and support to all
country office teams.
The post holder will work very closely with
multiple internal stakeholders including Program Implementations,
Awards, Humanitarian, Advocacy and Campaigns, and Fundraising,
Marketing and Communications teams in raising the profile of Save the Children in Indonesia on the following area:
- Strategic Planning: will work closely with CEO, COO, Advocacy Director and Fundraising & Marketing Director, and will contribute to HR (Child Safeguarding), Risk, and Finance (Budgeting).
- Technical Excellence in Programming: will work closely with HR, Program Implementation Director, and Advocacy Director, and will contribute to Technical Advisors, Area PDQ, MEAL, and Program Implementation Director.
- Program Design and Technical Assistance: will work closely with Humanitarian, Area Managers, Area PDQ, Program Implementation Director, Awards, Advocacy Director, HR (Child Safeguarding), Finance, and will contribute to Risk.
- Research, Evidence and Learning: will work closely with Advocacy Director, Program Implementation Director, Communications (Evidence Publication), and Technical Advisors, and will contribute to HR on setting up technical competencies, Communications (Branding), and Fundraising.
- Program Development: will work closely with CEO, Awards, Area PDQ, Finance, Advocacy and Campaign, and will contribute to Risk.
- Fundraising: will work closely with CEO, Finance, Awards, Area Managers, and Program Implementation Director.

The post holder will be responsible for the following Global KPI’s: - Lead on KPI 06: On-time reporting (Member) and KPI 07: Quality of reporting
- Lead on KPI 15-19: Gender Marker, Meal Resourcing, Evaluation Report Quality, Quality Benchmarks, Accountability Mechanism
- Lead on MI 06: On-time reporting (Donor), MI 07: Outstanding Reports, MI11: Portfolio Sustainability and MI12: Proposal Win Rate
- Contribute to achievement of Risk and Financial Management indicators
- Contribute to achievement of Global Management Indicators
