Chemonics International seeks candidates for the anticipated
five-year, USAID-funded ASEAN-U.S. IGNITE: Inclusive Growth in ASEAN
through Innovation, Trade and E-Commerce project. The purpose of this activity
is to promote a vibrant, well-integrated, and inclusive ASEAN Economic
Community driven by an enabling environment that spurs increased global and
regional trade. The positions will be based in Jakarta with required regional
travel.
We seek three long-term program managers in three
components of IGNITE. Each of these will have programmatic oversight of all
activities in their technical component, and will serve as the working-level
liaison with the relevant ASEAN sectoral bodies. Shared qualifications for three
program managers include: Bachelor’s degree or equivalent related to economics,
business, law international development, or in a related field; minimum of
three years of demonstrated experience in planning and management of multi-year
projects, including reporting both data and narrative results of progress.
Additional requirements include:
a. Program Manager - Trade and Investment:
- Minimum of five years of experience in trade facilitation.
- Experience working directly or indirectly with the ASEAN secretariat or other relevant ASEAN sectoral bodies, particularly in regards to the establishment of the ASEAN Single Window, desired.
b. Program Manager - e-Commerce:
- Minimum of five years of experience in the digital economy or e-commerce.
- Experience working directly or indirectly with the ASEAN Secretariat of other relevant ASEAN sectoral bodies, particularly in regards to efforts to strengthen e-Commerce within the AEC, preferred.
c. Program Manager - Science and Technology:
- Minimum of five years of experience in promoting science, technology, and innovations as a part of strategic economic growth.
- Experience working directly or indirectly with the ASEAN Secretariat or other relevant ASEAN sectoral bodies, particularly with the Committee on Science and Technology, preferred.
In addition, we seek Senior Specialists for the following technical areas:
- Cross-border logistics
- Trade policy and legal and regulatory reform
- SME development and finance
- Customs improvement
- Cyber security
- Universal service obligation framework improvement
- Cross-border technology transfer
- Human capital development for entrepreneurship
Qualifications for senior specialists:
- Advanced degree or equivalent work experience in a relevant field required
- Minimum of five years of relevant experience in applicable technical areas.
- Proven success working for complex international donor-funded projects; USAID experience preferred.
- Demonstrated experience working in the ASEAN member states.
- Experience working in and collaborating with both public and private sector partners.
- Proficiency in written and oral English required.
