Counterpart International is currently seeking a Chief of Party (COP) for
a recently released Notice of Funding Opportunity (NOFO) - USAID
HARMONI: Towards Inclusion and Resilience Activity in Indonesia. The
program will seek to increase the resilience of key Indonesian
institutions and segments of society against the rise of violent
extremism in Indonesia. The activity will focus on community resilience,
rehabilitation of extremists, and migrant worker resilience.
The
ideal candidate will have significant experience managing large,
complex USAID-funded projects, as well as direct technical experience
addressing issues related to resiliency and countering violent
extremism. S/he will serve as Counterpart’s representative to the donor,
local and national partners, and other relevant organizations in
Indonesia and will provide vision and technical leadership. S/he will
oversee staff management and development and ensure the highest quality
of project monitoring, evaluation, reporting, and communications. This
is a full-time position based in Jakarta, Indonesia. This position will
report to the Regional Director of Asia Programs.

Duties and Responsibilities:
The
Chief of Party must provide overall technical and administrative
leadership and expertise, and serves as the primary liaison with USAID
on management and technical matters. S/he will be responsible for
administering and managing the implementation of the activity and has
the overall responsibility for assuring that all assistance provided is
technically sound and appropriate to meet activity objectives. S/he must
be responsible for all aspects of coordination and communication,
including with the Indonesian government, other donors, universities,
the civil society sector, and other potential implementing partners.
S/he will supervise the work of all organizations (sub-grantees) and
individuals engaged under the activity. In addition, the COP will:
- Provide overall project leadership, management, quality control, and technical direction, while ensuring compliance with donor requirements and regulations and Counterpart policies and procedures.
- Ensure that all project assistance is technically sound and appropriate.
- Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
- Ensure the highest quality of project monitoring, evaluation, reporting, and communications. Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
- Serve as primary liaison to USAID, local and national governmental authorities, local nongovernmental organizations, community organizations, and other donor organizations.
- Participate in specialized content (technical) events such as workshops and roundtables, support knowledge management, and share learning across key networks.
- Coordinate activities between the field office and Counterpart headquarters.
- Leverage networks, program investments, and project successes to seek opportunities for program expansion and promoting Counterpart’s practice areas.
QUALIFICATIONS:
- Proven leadership qualities and excellent management skills and significant relevantexperience in project management and supervising staff;
- A Master degree or higher and 5 years’ work experience, or work experience of 10 years;
- Demonstrated skills in planning, conflict management, and budgeting;
- Substantial experience working on key result areas of the proposed activity, like community resilience, CVE, reintegration, or civic education;
- Demonstrated knowledge of integrating a gender perspective in the key delivery areas of the proposed activity;
- Demonstrated ability to give effective presentations and write high quality technical reports.
- Demonstrated record of championing social inclusion across programming.
- Professional written and oral fluency in English.
Preferred Skills:
- Experience working in post-conflict environments, preferably in Indonesia
- Proficiency in Indonesian language preferred.
