GIZ Indonesia for the develoPPP.de Public Private Cooperation Projects: (Senior) Advisor - Regional Coordination Private Sector Cooperation, South Lampung



With its develoPPP.de programme, Germany's Federal Ministry for Economic Cooperation and Development (BMZ) helps drive forward private companies’ innovative projects in developing countries and emerging markets while generating long-term benefits for the local population. Without the involvement of the private sector there can be no sustainable development. develoPPP.de pools public and private resources with the objective of bringing sustainable improvements to the living conditions of people in developing and emerging countries – particularly in areas where the need for action is greatest.

In Indonesia, GIZ on behalf of BMZ is implementing a number of partnership projects with private companies, mostly in the Agribusiness sector, focusing on smallholder development and integration of smallholder farmers into supply chains. From 2018 onwards, GIZ will be engaged in four partnership projects, working in with coffee, pepper and rice smallholder farmers in different regions of Indonesia. In the course of 2018, more projects, covering additional commodities and project locations are expected to start subsequently. To enable synergies between the projects, all projects will be bundled in the newly set-up Agribusiness and Private Sector Hub, coordinated out of Jakarta, and implemented in two regional offices.

To support in particular the project management of two bigger partnership projects working in smallholders related to the commodities coffee, pepper and rice, GIZ is seeking one (1) qualified Indonesian candidate for the following position:
 
(Senior) Advisor - Regional Coordination Private Sector Cooperation, South Lampung

The incumbent will be responsible for:
  • Managing activities in public-private partnership projects in accordance with the operational plan and project goals and activities agreed with the partner, team agreements and/or agreements with the supervisor
  • providing professional advice to partners and cooperating with important stakeholders
  • innovation and knowledge management and communication of innovations to a broad target group

A.     Tasks

1.      Coordination and Project Management
  • participates in identifying needs for external support and advice, and jointly with the team leader develops strategic approaches for the implementation of partnership projects
  • Contributes to the planning of joint activities as well as individual activities within the partnerships solely implemented by GIZ (operational planning)
  • Drives forward the implementation of activities agreed within the operational planning of respective partnership projects
  • formulates job descriptions and terms of reference and selects and supervises third parties in the course of carrying out activities, including performance evaluation
  • monitors the development and implementation of partnership projects and activities in close consultation with counterparts and the team leader
  • deals with the design, preparation and implementation of workshops, seminars and other events on issues related to the partnership projects areas of activity
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
  • monitors project progress and the activities partnership projects, reviews reports and documents on the progress, identifies bottlenecks and recommends alternative management options to the team leader

2.      Networking and cooperation
  • ensures cooperation, regular contact and dialogue with company partners at local level
  • liaises and if necessary cooperates with local communities, relevant organisations non-governmental agencies and individuals in the partnership projects’ environment and with other projects to improve and maintain good working relationships
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the partnership projects
  • links up on a regular basis with relevant stakeholders in Indonesian agricultural and smallholder development and agribusiness, as well as supporting platforms for coffee, pepper and rice.
  • travels (abroad) in the region occasionally, as well as to Jakarta, in accordance with project requirements

3.      Knowledge management
  • Together with responsible colleagues ensures knowledge transfer between different partnership projects
  • Drives forward the development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures, in particular related to GAP trainings on the respective commodities coffee, pepper and rice, strengthening of farmer groups and cooperatives and Farmer Business School Trainings
  • draws up reports and presentation documents
  • formulates appropriate input for various projects reports including annual reports, and contributes to the other reports required by the team leader and GIZ Head Office
  • assists with research activities and studies on political issues which benefit joint programmes.

4.      Management and coordination tasks
  • uses GIZ’s Capacity Works to manage the component
  • coordinates and prioritises relevant project activities at local level in cooperation with the partners, both as regards the organisational preparation and implementation of the activities
  • supports in the management and monitoring of the budget of partnership projects 
  • compiles the relevant information for joint activities and assignments
  • in the absence of the team leader, takes appropriate measures to secure operation of the programme

5.      Other duties/additional tasks
  • performs other duties and tasks at the request of management
  • occasionally support in business development activities
  • occasionally deputizes the team leader in selected processes

B.     Required qualifications, competences and experience

Qualifications
  • Masters/MSc or doctorate in Business, Economics, or Agriculture or similar disciplines

Professional experience
  • Minimum of 10 years professional experience, with at least 5 years’ professional experience in a comparable position
  • Profound and proven experience working in agriculture development projects and working with smallholder farmers in Indonesia
  • Profound and proven experience working in direct cooperation with private companies
  • Technical knowledge and solid experience working with the commodities coffee and rice
  • Experience working in or with German Development Cooperation would be a plus

Other knowledge, additional competences
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • fluent written and oral knowledge of English, native speaker Bahasa Indonesia
  • existing network in Indonesian agricultural sector (NGO, private sector or public sector) would be a plus
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
