MAHKOTA - ODA-MPM Field Researchers

The Government of Indonesia is committed to accelerating the pace of poverty reduction and the President of Indonesia has declared that poverty reduction is among the highest development priorities of his administration. This commitment is reflected in Indonesia’s national mediumterm development plan Rencana Pembangunan Jangka Menengah Nasional, RPJMN (20152019), with a target to reduce the poverty rate from 11% in 2014 to 78% by 2019. Indonesia’s achievements to reduce poverty have been significant: between 1999 and 2014, the poverty rate reduced from 23.4% to 11.0%. However, almost 30 million Indonesians continue to live below the poverty line, and around 99 million are either living in or vulnerable to falling back into poverty. Furthermore, inequality has risen significantly since the late 1990s which can threaten both economic growth and stability. Key policies for tackling poverty and inequality are investment in social protection and widening access to decent work. There is strong international evidence that well-designed social protection can enable people to access the labour market and participate in income generating activities, while also helping generate higher economic growth.

About the program
The Government of Australia is supporting the Government of Indonesia under a program called MAHKOTA - Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society). MAHKOTA is a flexible facility administered by Cardno that is able to respond to Government of Indonesia priorities, provide top Indonesian and international expertise, and allow the Government of Indonesia to take risks with innovating policy. MAHKOTA’s goal is “a comprehensive and equitable social protection system for the whole of Indonesia by 2025.”

On Demand Application (ODA) Initiative (Inisiatif Mekanisme Pemutakhiran Mandiri) In order to improve the effectiveness of targeting in the social protection programs, the Government Indonesia has been employing the unified database (UDB) since 2012. The database that consists of 40% of households in Indonesia with lowest economic status was developed in 2011 and only updated in four years afterward (in 2015) through a massive survey that costs the government budget up to IDR 1 Billion. Following the directive of the Vice President of Indonesia to establish a mechanism that allows more dynamic and cost-efficient updating of the UDB, TNP2K as a member of Unified Database Working Group (Pokja Data Terpadu) has been developing an On-Demand Application/Mekanisme Pemutakhiran Mandiri (MPM) as mechanism to update the UDB. MPM consists of specific rules and procedures to enable the poor to actively nominate themselves as programs’ beneficiaries, and subsequently receive equal and standardized treatment to determine their eligibility as mandated by Indonesia Law no 13/2011. The MPM initiative will be implemented in the span of 3 (three) years, from July 2016 – June 2019, in 2 (two) stages i.e. Pilot Stage and Acceleration/Expansion Phase. As of December 2017, 36 districts/cities have begun implementing MPM and another 105 districts/cities have allocated budget to commence implementation of MPM in 2018. In accordance to the growing number of local governments implementing MPM, TNP2K needs to strengthen its capacity to conduct regular monitoring and special assessments (such as data field-checks) to assess quality and identify factors affecting the quality of MPM implementation at local/district level.

About the role
The Field Researchers are responsible to conduct field works in the implementation of MPM monitoring and special
assessments.

Remuneration
This is a locally engaged position and a competitive salary package will be offered to the preferred candidate in line with local labour laws. 

The position is open to Indonesian nationals and permanent residents with authority to live and work in Indonesia.
