Inspection and Document Review for 25 units of 1.5 kWp PV system in Schools and 30 units of 220 Wp Energy Kiosks, in Sumba Island

Background
In December 2015, Hivos Southeast Asia signed a partnership agreement with the Millennium Challenge Account-Indonesia (MCA-I) which allows Hivos Southeast Asia to rapidly scale up renewable energy access and income benefits by replicating the successful approaches and business models developed under our Sumba Iconic Island (SII). The partnership agreement is working to achieve two outcomes; improvement of rural livelihoods through utilization of renewable energy in rural communities; and sustainable business models to create market (energy market and energy appliances market) of off-grid RE technologies adopted.
Through this partnership, a service provider was appointed by Hivos to install 25 units of 1-1,5 kWp PV system in schools (including charging stations) and 30 units of 220 Wp PV system in existing kiosks in Sumba Island.
As the project is approaching the final closure, Hivos needs an independent party (consultant) to validate data (technical report) submitted by project’s service provider with the actual condition in the field.

Scope of work
The consultants are expected to use Inspection Guide for Photovoltaic Village Power (PVVP) System by EnDev2 Indonesia as reference (please refer to: https://energypedia.info/images/3/39/Inspection_Guide_for_PVVP_150524_%28GIZ_2015%29.pdf), including report consisted of: 

Component compliance
-       Documentation inspection including but not limited to survey documents, installation plan, work order, and commissioning report. This to serve the purpose of providing consistent, relevant and technical sound across all document
-       Verify that the installations have been carried out according to the precise specifications stipulated in the system design
-       Comply with a range of national and international standards 

Performance verification
-       Assure overall quality, performance and the system is operating safely and according to the relevant guidelines
-       Visual inspection on the field
-       Including support structure, modules, mounting, cabling and shadowing
-       Visual inspection of cabling to the inverter
-       Visual inspection of the inverter and connecting boxes, including location and mounting
-       Visual inspection of the safety system and labeling, including lightning and overvoltage protection
-       Visual inspection of theft protection

Workmanship verification
Oversight civic quality to assess whether quality of installation adheres to best practices, safety requirements and overall installation sustainability
Photographs
Collecting photographic evidence of the inspection on site is vital. Photographs confirm the observations of the inspector and can also reveal issues that are not recorded in the checklists and questionnaires.

Time frame
The consultant(s) shall start the assignment on early January 2018 and complete this activity by Week 3 of January 2018 (maximum of 25 days of work). 
Consultant Qualifications
The following are the selection criteria for the consultant(s):
·         Solid experience and proven track record of carrying out project inspections for PV Installations
·         Good understanding of Indonesia’s off-grid renewable energy issues with proven background in evaluating community development projects with in-depth knowledge of sustainable development, accountability and project cycle management
·         Excellent reporting and communication skills to perform inspection data

Expression of interest

The expression of interest should also contain Financial Quotation. A financial quotation should be submitted in USD with VAT. The financial quotation should be based on all estimated costs of the assignment including:
  • Consulting fees to be charged based on their level of effort (man-days) and based on last billing rate;
  • All reimbursable costs considered to be necessary to complete the assignment including report preparation in English, stationery, communications and other costs including costs of travel and accommodation
Note: Reimbursable costs will only be paid based on adequate documentation and receipts being provided and where HIVOS expenditure rules have been followed. 

Submission date

Interested candidates are requested to submit an electronic copy of their expression of interest/ proposal to to hr.sea@hivos.org not later than 4 January 2018 (COB).
