BACKGROUND
Linkages
Across the Continuum of HIV Services for Key Populations Affected by HIV – or
“LINKAGES” – is USAID’s first global project dedicated to key populations (KPs) led
by FHI 360, in partnership with Pact, IntraHealth International, and the University
of North Carolina (UNC) at Chapel Hill. LINKAGES aim to accelerate the ability
of partner governments, key population civil society organizations and the
private sector to more effectively plan, deliver and optimize comprehensive,
scaled HIV/AIDS prevention, care and treatment services that reduce HIV
transmission among KPs and their sexual partners and improve the quality of
life for those who are HIV positive.
In
Indonesia, the project contributes directly to the targets identified in the
National AIDS Commission’s National Strategy and Action Plan (SRAN), 2015-2019
and the Ministry of Health (MOH) HIV National Action Plan. Our success is intricately tied to the
efforts of the national program, which is led by the Ministry of Health (MOH)
and National AIDS Commission (NAC), and largely funded by the Government of
Indonesia (GOI) and the Global Fund to Fight AIDS,
Tuberculosis and Malaria (GFATM).
As
part of our goal of fighting HIV by tracking clients, we have made the
following web applications. (1) HIV/AIDS Databank Application, which allows multi
partner, organization and workers to enter clients to databank system and it
can monitor by different level authority organization. (2) DOKLING app, which displays data from Mobile
VCT was conducted by CSO, and allows Health Facilities staff to manage their collaborative
work with CSO’s.. (3) CMD
(Client Management Database) Application, which allows workers to enter clients
to CMD database system using offline and online system and it can monitor by
top management of CSO’s and linkages real time.
For FY18/COP17 implementation plan, LINKAGES Indonesia has
a strategy to visualize all data information and share relevant information to
partners. As part of the ultimate achievement across 90-90-90-90 results areas
supported by Information communications technology (ICT) innovation and
solutions, LINKAGES plan to contract new software/application IT Programing Front
End Specialist to do data visualization for all those application systems.
Incumbent will be base in Jakarta as Individual/group Consultant and or
Company/Firm consultant.
PURPOSE OF THIS RFP
-
Hiring/recruiting A software
developer, specializing in Graphic Design and Data Visualization Development
for frontend development of two Web-Based applications: DOKLING application and
Virtual Outreach management tools.
GOAL
- Developer/Contractor
will perform designing and programming (Coding script) for front end/public
home page, dashboard, graph analyst and or other graphic design for DOKLING
Application system.
- Developer/Contractor
will perform designing and programming (Coding script) for front end/public
home page, dashboard, graph analyst and or other graphic design for upcoming
LINKAGES Virtual Outreach management tools.
EXPECTED OUTPUT:
a)
Final Version of DOKLING front end/public home page,
dashboard, graph analyst and or other graphic design
b)
Final Version of Virtual Outreach Tools (VOLS) front
end/public home page, dashboard, graph analyst and or other graphic design
c)
Final Report
TECHNICAL COMPETENCIES AND
EXPERIENCE REQUIREMENTS:
ü Individual/team
or Firm with Seven years of experience as a software engineer; demonstrated
success in developing a variety of software systems while taking on increasing
responsibility for analysis, design, implementation and task deployment (with
significant individual contribution as a programmer)
ü Advanced
in PHP “Code Ignitor Frameworks” programming
ü Proven
experience in solving challenging technical problems and supporting multiple
projects and objectives simultaneously and efficiently.
ü
Seven years of experience developing data-driven applications
utilizing significant relational database engines as part of the overall
application architecture
ü
Experience with the following programs is required: MySQL, as well
as SQL Server.
ü
Proficiency in developing and troubleshooting complex software
systems that run in mixed environments including Linux, Unix and/or Windows on
desktop, server, tablet, and mobile systems.
ü
Previous experience configuring and using any or all of the
following is highly desirable:
Ø Develop data
interoperability using Web services APIs through web services
Ø Writing scalable, globally
distributed applications
Ø Enterprise application
integration;
ü Experience
and familiarity with test-driven development, software development methodology
and release processes, document requirements and specifications.
ü
Experience with development of software application for
the medical or health field is desirable.
ü
Proficiency in both written and spoken English is required.
Applicants are required to submit the following

Technical proposal of between 3-5 A4 pages, including
organizational capabilities

Two samples of previous work with frontend design of applications
using Code Ignitor and/or MySQL
·
CVs of proposed team members, not to exceed 2 pages each
Incumbent
consultant shall work under the overall supervision of the LINKAGES
Country Representative, ICT Technical Adviser, 1st 90 team and or
another LINKAGES Team. Furthermore, the incumbent will work in close
collaboration with the ICT Advisor and 1st 90 team, The IT Programmer
will be a skilled and experienced software developer responsible for the
detailed design, implementation, and testing of subsystems and system
components in complex, multivendor, multi-platform environments.

non-responsive. FHI 360/LINKAGES will acknowledge receipt of proposals by
return email. Acknowledgement of receipt
of this RFP and questions or requests for clarification need to be submitted in
writing to the same email address by Friday – December 15, 2017, 17:00
(Jakarta time). Inquiries and answers to inquiries will be shared with all
offerors. No telephone inquiries will be answered.
