Background:
The Mitra Kunci Initiative
is a five-year, $22.8 million, USAID/Indonesia’s funded program awarded to DAI in
January 2017 that will promote more inclusive economic growth by improving
access to workforce and entrepreneurial skills for poor and vulnerable youth. The
Mitra Kunci initiative provides implementation support to USAID/Indonesia’s project
implementers and workforce stakeholders with technical support, connections,
and platforms to help build a more robust and responsive workforce development
ecosystem.
Taking an evidence-based, iterative
learning and adaptation approach, DAI will perform the following key tasks
under Mitra Kunci:
- Award and manage grants to Indonesia-led Project Implementers (PIs) and develop their capacity.
- Provide technical assistance to Kunci stakeholders, including the Government of Indonesia and U.S-led PI recipients of cooperative agreements from USAID.
- Serve as a knowledge management and collaborative learning platform for gathering and disseminating workforce development information for USAID’s Kunci program across the all project implementers.
DAI is recruiting a Deputy
Chief of Party (DCOP) for Mitra Kunci to begin as soon as possible (subject to receiving
USAID approval for the candidate) and integrate into the existing team based in Jakarta,
Indonesia.
Objectives
and Duties:
Under the supervision of the
Chief of Party (COP), the DCOP will provide hands on support to the overall
implementation of Mitra Kunci, with a particular emphasis on operational
management, quality assurance, compliance with all contract requirements and
grant management. For the latter, the DCOP will guide the Mitra Kunci team in
ensuring implementation of the grants under contract (GUCs) are both compliant
and programmatically sound. S/he will help the COP effectively coordinate
technical interventions across all PIs and stakeholders. In all aspects, s/he
will work closely with Mitra Kunci staff to build their capacity to perform
these functions.
RESPONSIBILITIES
- Oversee the quality of all technical aspects of Mitra Kunci, including assisting the Mitra Kunci Project Implementers (PI) Manager in the management and monitoring of grantees and relevant stakeholders as they implement their respective grant-funded pilot phase initiatives.
- With the COP and Mitra Kunci technical staff, lead the development of Mitra Kunci annual work plans and monitor their implementation.
- Assist with Mitra Kunci reporting tasks, including quarterly and annual reports, success stories and other report documentation as required and requested by USAID/Indonesia and DAI.
- Oversee the management of Mitra Kunci subcontractors and short-term consultants.
- Ensure Mitra Kunci contract deliverables are of high quality and submitted in a timely manner.
- Ensure Mitra Kunci complies with all USAID, Government of Indonesia and DAI administrative and financial requirements, including registration, VAT, etc.
- Assist the COP in liaising with USAID/Indonesia, Indonesian national, provincial and local government entities and community stakeholders on project communications and activities.
- Supervise the project Security Focal Point, assist in monitoring the security environment in all project locations, advising staff on issues regarding safety on roads and areas of work and monitor track staff movements during travel, as necessary.
- Perform other duties assigned by the COP and represents the project in the absence of the COP.
QUALIFICATIONS:
- Minimum of a master’s degree in international development, education, monitoring and evaluation methodologies or a related field, or a minimum of 10 years of experience required in the design, management and implementation of international development projects.
- Demonstrated experience required in performance monitoring, tracking data quality, data management, and/or training in performance management topics required.
- Demonstrated ability to manage projects, consultants, set realistic priorities and plan for the successful implementation of activities required.
- Demonstrated ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance required.
- Demonstrated in depth familiarity with USAID compliance requirements, including prior experience successfully managing USAID grants under contract (GUCs) required.
- Excellent written and oral communication skills in English and Bahasa Indonesia required.
SUPERVISORY RESPONSIBILITIES

supervise the M&E Expert and Project Implementers Manager.
