development for community forestry and devolved forest management. RECOFTC
engages in strategic networks and effective partnerships with governments,
nongovernment organizations, civil society, the private sector, local people,
and research and educational institutes throughout the Asia‐Pacific region and
beyond. With over 30 years of international experience and a dynamic approach
to capacity development—involving research, analysis and synthesis; strategic
communication; training and learning networks; and piloting and
demonstrating—RECOFTC delivers innovative solutions for people and forests.
RECOFTC
is now seeking a Community Forestry Partnership Coordinator for its Indonesia
Country Program. The successful candidate will be based in Bogor, Indonesia.
The contract period will be for 24 months, national recruited condition, with
the possibility of extension. This position is for Indonesian national only.
POSITION SUMMARY:
The Community
Forestry Partnerships Coordinator (CFPC) works as a team member of the RECOFTC
Indonesia Country Program (ICP). S/he is positioned in the ICP Office located
in Bogor, under the direct supervision of the Director, Indonesia Country
Program. The Community Partnerships Coordinator is responsible for development
of piloting and demonstration sites in the field in partnership with relevant
stakeholders in the country. S/he will work directly with RECOFTC partners
(e.g. Government agencies at different levels, national and international NGOs,
Research and training institutions, local communities, and donors) in the
development of Community/Social Forestry policy in line with the existing
legislation and local practices.
The Community
Forestry Partnerships Coordinator will also support national level initiatives,
providing hands on technical experience into policy discussions, knowledge
management and proposal development. Additionally, s/he will also contribute to
raising awareness and developing the capacity of concerned partners and
stakeholders to support the development of Community Forestry in Indonesia.
DUTIES AND RESPONSIBILITIES:
Under the overall guidance and supervision of the Director,
Indonesia Country Program and in close collaboration with other ICP staff and
support from RECOFTC regional office in Bangkok, the Community Forestry
Partnerships Coordinator will have following responsibilities.
Program development (35%)
·
Contribute to the development and
update of country strategic plans for RECOFTC in Indonesia;
·
In collaboration with both RECOFTC
regional office and ICP staff, develop concept notes and project proposals
focusing on capacity development, research and analysis, governance of CF/SF
and engagement with private sector within a landscape context in Indonesia;
Program and service delivery (50%)
·
Be responsible for the coordination,
development, and timely delivery of community/social forestry activities,
including follow-up, mentoring, coaching and back-stopping;
·
In collaboration with ICP staff and
RECOFTC regional office, source appropriate experienced consultants when
required to support the program and service delivery;
·
Be responsible for the establishment
(including site survey, design, etc.) and maintenance of RECOFTC supported
piloting and demonstration sites at landscape level as well as packaging the lessons
learned from these for a variety of stakeholders;
·
Assist in the collection, development,
adaptation, documentation, translation and dissemination of appropriate
extension materials, including manuals, case studies, policy briefs, blogs
etc.;
·
In collaboration with the ICP Training
Coordinator support the development of training modules and plans for field
projects and other stakeholders;
·
Provide technical assistance and act as
trainer/facilitator/resource person for relevant training/ community/social
forestry activities as required;
·
Liaise with the responsible officers at
Ministry of Forestry and Environment (MoEF) and its line agencies, and Center
for Forestry Education and Training (CFET) from central to regional and local
level and its other subordinate bodies to ensure collaboration in the
formalization, development and monitoring of Community/Social Forestry in
Indonesia;
·
Participate and coordinate the activities
of the National Community/Social Forestry Network/ Working group;
·
Network with all CF/SF initiatives and
other natural resource and environment organizations and projects to share and
learn lessons, and to develop joint plans for complementary work to formalize
and develop community/social forestry;
·
Provide support to RECOFTC’s ongoing projects
as and when required;
Planning, reporting and monitoring (10%)
·
Prepare budgets and financial reports
for all CF/SF related activities and ensure accuracy, transparency and
efficiency in financial expenditures;
·
Create and maintain relevant databases
on policies, guidelines and maps for monitoring the progress of CF/SF in
Indonesia;
·
Help with the preparation of periodic
reports for the Indonesia Country Program activities and specific projects;
·
Participate and contribute in the
RECOFTC annual events such as annual planning, annual review, mid-year review
and other regional events;
General (5%)
·
Perform other tasks as are assigned
from time to time by the Director, Indonesia Country Program.
QUALIFICATIONS AND EXPERIENCE:
The
Community Forestry Partnership Coordinator will have the following essential
and desirable qualifications and experience:
Essential
·
Master’s degree in Forestry, Natural
Resource Management or related fields
·
Minimum 8 years working experience in
community/social forestry in Indonesia or in the region
·
Demonstrated strong experience in
analytical and research skills as well as in applying participatory tools and
methodologies
·
Demonstrated experience in program/project
design, development, delivery, coordination, planning, networking, facilitation
and extension material development at sub-national level
·
Experience working in close partnership
with MoEF and/or its line agencies and other CF actors, including NGOs and
donors
·
Possess leadership personality, and
able to take on and solve problems expeditiously and efficiently
·
Good knowledge and understanding of
emerging issues related to community forestry, including FLEGT, PES, and
climate change mitigation, especially REDD+ and adaptation in Indonesia and at
global level
·
Ability to prepare concept notes,
proposals, and reports in English language
·
Proven ability to write in a clear and
concise manner and to communicate effectively orally
·
Good written and verbal Bahasa
Indonesia and English
·
Sound knowledge of Microsoft Office
applications including MS Excel.
·
Available for regular travel to the
field
·
Indonesian National
Desirable
- Experience in natural resource management in Southeast Asia
- Experience in policy and regulation analysis on community forestry in Indonesia
- Output and outcome oriented
- Experience in working with international organizations
General
In
