Calling Consultant for
Women Shaping Their Future With Technology
Background
Power Up-Participation via Technology is a three-year (2017-2019), $3
million project funded by Global Affairs Canada and will be implemented in
Nusa Tenggara Barat (NTB) province in Indonesia. Using innovative and
accessible technology it will empower women, men, boys, girls, and
marginalized groups to increase their engagement in democratic decision
making processes to exercise their rights improve their ability to access
and understand information, demand improved government accountability, and
access improved services. The initiative will make extensive use of
technology platforms based on mobile communication and websites to
strengthen active citizen involvement, with special focus on women and
especially marginalized women. The initiative responds to the Government
of Indonesia’s commitment to the decentralization of decision-making in
budgeting and planning to district and village levels, including but not
limited to the 2014 Law on Village Development (law 6), which obliges
village level government to facilitate effective participation of citizens
in budgeting and planning especially for health needs of women. The
project will also work closely with the district and sub-district health
offices under the Ministry to Health for better transparency and
accountability is ensured at the village level to address the maternal
health needs of the women using technology. As Power Up (PU) project is
working on strengthening women participations with technology, therefore
Oxfam’s partnership with Hello Cool World (HCW) will developing the
project’s innovative technology applications for Budgeting and Planning in
village process. HCW is a Canadian technology company with years of
experience in developing applications.
To reach the objective of understanding PU partners and Women Caucus on
Gender Budgeting and Planning for using the application on facilitating
process to enhance women participation therefore developing and training
of module and guidance adaptation will be taking place to support the HCW
work.
Objectives
1. Enhancing Partners capacity, need and skills regarding
Facilitation Technic and Participation Process in Village.
2. Enhancing Partners capacity, need and skills regarding Budgeting
and Planning Process including gender responsive budgeting and planning in
Village.
3. Enhancing Partners capacity on gender main streaming for topic on
village budgeting and planning and using ICT for its model to support
women participation.
4. To develop simple guidance on facilitation technic, village
budgeting and planning process and its gender responsive, Gender and ICT
for Facilitator and Caucus.
5. To develop Module adaptation for mobile application on Gender
Budgeting, Planning and Participation Process in Village
6. To provide consultation process on module content for mobile
application development adaption development with Oxfam and HCW.
Output:
1. Partners capacity on Facilitation Technic and Budgeting, Planning
and Participation Process in Village enhanced and able to assist caucus on
village process. (1 times training for 1 days for Partners staff and
Village facilitator, 2 days for preparation and coordination including for
point 2)
2. Better understanding on village Budgeting and Planning Process
including gender responsive Planning and Budgeting in Village by Partners
staff and Village facilitator (2 day).
3. Partners capacity enhanced on gender main streaming (2 days) and
on gender and ICT (1 day)
4. Thematic training material and Guidance on Gender main streaming,
gender and ICT, for Village Facilitation)
5. Module adaptation on Gender Budgeting, Planning and Participation
Process in Village. (1 mobile apps Module for Village Facilitation)
6. Back to back consultation process with Oxfam and Apps developer
for module content adaption for target user (Estimated 12 Days
consultation process including for activity number 5)
Methodology
1. Measurement on capacity enhancing for participant and training
material practice
2. Module adaptation for content for mobile application development
3. Consultation on content and media (apps) development and its
adjustment
4. Workshop, meeting, and online discussion.
Timeframe
March 01- May 31, 2018
Skills & Qualifications
At least 5 years’ experience facilitate and developed similar contexts
Willingness and experience in working in insecure environments and a high
level of adaptability and initiative
Experience providing technical advice on gender main streaming and/or
women’s rights programming
Proven analytical and strategy development skills
Commitment to a rights-based approach and gender equality
Proven experience of successful capacity-building
Ability to work in multi-cultural team
Excellent communication skills
Excellent level of spoken and written English,
Understanding on Oxfam’s overall aims including women’s rights and gender
equality
