Calling Consultant for Grant Manual
Background
In recent and upcoming years, Indonesia Country Office is managing large
amount of annual restricted programme funding from various donors. The
programmes are managed by Oxfam and more than 30 grants are disbursed to
our local partners throughout Indonesia.
To address more efficient partnership operating model, we are aiming to
reduce reliability of partner to Oxfam Finance Officer, especially to
ensure their compliance to the Operations Standard Operating Procedures
(SOP) and Policy. This is also aligned with our recent plan to engage more
on model of strategic instead of project or contract-based partnership
model, in form of consortia, which means that we need to prepare strong
tools to each of consortia, so they can manage their sub-grantees. In
addition, the recent financial operating model will bring us to reduce the
work load over Oxfam Finance Officer and to transfer the ownership of
financial verification documents to local partners.
Objectives
The selected consultant is expected to complete following outputs:
Output 1 : Review current available Partner Operations
Standard Operating Procedures (SOP) & Policy, financial report template
and forms and provide the new Grant Manual outline design.
Output 2 : Produce a new Grant Manual based on the approved
outline design, which include and integrate with the new financial report
template and forms.
Output 3 : Conduct 1 day in-house training to Oxfam Finance
Officers and other relevant staffs on how to use the Grant Manual
(including templates and forms).
Schedule
The consultant expected to work starting from 19 February to 23 March 2018
with total estimated duration of 15 working days.
Skills & Qualifications
Min 5 years of experience of working with/related to local CSOs in
Indonesia, especially related to grant financial management.
Excellent writing skills in Bahasa, familiarity on producing guideline or
manual.
Advance Microsoft Excel (financial reporting formula, macro, etc.) and
Word skills; additional Microsoft Access skills is an advantage.
