Project Overview
USAID BIJAK is a five-year (2016 – 2021) project designed to promote enduring changes in individual and organizational behavior that reduce greenhouse gas (GHG) emissions and conserve valuable marine and terrestrial biodiversity. To accomplish this, BIJAK will work at the national level, with a range of stakeholders, to improve the management of forests and conservation areas, and strengthen protections for threatened wildlife by combatting wildlife trafficking.
As a facilitator and supporter of change, BIJAK works with Indonesian policymakers, civil society organizations, private sector entities, research institutions, and other stakeholders to contribute to the following goals:
  1. National level policies, laws, regulations, decrees, procedures, or fiscal and budgetary practices reduce greenhouse gas emissions, reduce wildlife trafficking, and conserve valuable terrestrial and marine biodiversity.
  2. National agencies and civil society are employing updated legal, policy, regulatory, or procedural frameworks, strengthened and better coordinated networks, and accurate information flows to prevent and interdict wildlife trafficking.
  3. Extensive land-use industries, especially major palm oil companies and their suppliers, commit and adhere to sustainability pledges and adopt practices which protect high conservation value and high carbon stock forests across their operations. Green business practices are developed and shared widely in the business.
  4. Indonesian social norms and public opinion support targeted terrestrial and marine biodiversity conservation and low carbon development issues.
  5. Civil society networks and advocacy campaigns positively influence public opinion..

In order to achieve the aforementioned objectives, BIJAK must have a solid monitoring and evaluation (M&E) team and systems to accurately identify and measure these achievements. As such, BIJAK will hire a monitoring and evaluation associate to work together with the M&E specialist to address these needs.


Specific Tasks and Responsibilities
The Monitoring and Evaluation Associate will be responsible for the following tasks:

·        Support the M&E Specialist in the development of and updates to BIJAK’s Theory of Change (TOC) and MEL Plan;
·        Support M&E Specialist in development of Standard Operating Procedures and monitoring tools;
·        Provide assistance and training to BIJAK staff on how to use DevResults system;
·        Provide data and technical support to important routine and ad hoc operations research activities;
·        Collect required data from BIJAK technical team, partner organizations (grantees, LOCs, subcontractors), and STTA;
·        Support M&E specialist in verifying all data including participant data, media coverage, & project results/achievements to ensure consistent data quality;
·        Conduct priority field visits and conduct spot checks/observe, as necessary (or requested by the program);
·        Ensure requisite data is regularly entered, updated, and stored in DevResults and M&E Database in share point;
·        Regularly review and audit data in the systems to ensure data quality and data integrity;
·        Support M&E Specialist in monitoring grantee performance (e.g. desk reviews, field observations, etc.);
·        Provide raw data to be further processed and analyzed by the M&E Specialist for completing quarterly and annual reports; at times may also be requested to draft report sections or memos on achievements;
·        Process data/provide support for other BIJAK reports as requested by the Chief of Party, Deputy Chief of Party, and M&E Specialist;
·        Ensure required data is entered into TraiNet in a timely manner;
·        Other tasks as requested by supervisor, COP or DCOP.

Required Qualifications
·        Advanced degree preferred; bachelor’s degree preferably with specialization in statistics or program evaluation.
·        Minimum of 3 years of experience working in social development field in monitoring and evaluation role.
·        Prior experience working on environment and natural resource programs highly preferred.
·        Experience performing M&E activities on USAID or other international donor-funded projects in Indonesia highly preferred
·        Advance computer skills in excel, word processing, data management, office 365, SPSS, and/or any internet based data analysis application.
·        Strong English writing and verbal communication skills.
·        Willing to travel outside of Jakarta as needed.
·        Must be detail-oriented and able to work independently and in a team setting.
