The
Government of Indonesia (GOI) has made a commitment to enhancing the use of
information technology in the civil service by developing an e-government
system. President Joko “Jokowi” Widodo stated that an integrated online system
for central and local government budgeting, procurement, purchasing, auditing
and taxation could strengthen monitoring and improve government accountability.
The OECD’s definition of e-government refers to the use of information and
communication technologies as a tool to achieve better government. By adopting e-government
programs, the GOI aims to create a more efficient government and create a more
transparent workflow. E-government systems are also believed to reduce
corruption practices. Based on Presidential Instruction No. 3/2003 regarding the
policy and national strategy on developing e-government, the President
instructed all ministries/institutions to start developing an e-government
system.
Following
the president instruction, the Inspectorate General of the Ministry of Health adopted
certain information and communication technologies as a tool to conduct oversight
activities, such as audits, which require extensive processes for the planning,
execution, and preparation of final audit reports. This process requires significant
investments of time and financial resources, since the auditors have to physically
visit the locations of their auditees.
In
practice, the current audit process means that the 150 auditors who work in the
IG cannot adequately cover the 418 separate entities within the ministry, and
therefore presents a fundamental challenge to the IG in implementing its
mandate for internal oversight.. Therefore, the IG needs to have a tool to make
the audit process more efficient and effective. As such, the IG has developed three
separate applications, each with their own purpose and managed by a different
division. These systems are the Management Audit System (SIMENDIT), Follow-Up
Audit System (SIPEDIT), and the Oversight Planning System (SIMRENWAS).
The
IG hopes to unite these separate systems into one integrated audit application
that consists of tools for systematic audit planning, audit implementation,
audit evidence collection, audit report preparation, and tracking of follow-up
on audit recommendations. Therefore, the IG needs to review its current applications
and in order to determine the future direction its integrated e-audit system
should take. The goal of USAID CEGAH supporting for this review is to provide recommendations
on the integration of the IG’s current applications into one effective
application that covers the entire audit process.
OBJECTIVE
To review
the Ministry of Health IG’s three applications and to provide recommendations for
their integration and the development of a comprehensive e-audit application in
the future.
SCOPE OF WORK
1. Five (5) days for:
a. Meeting with representatives of the Ministry of Health IG to gather input
for the review of current e-audit applications, namely:

SIMENDIT (Management
Audit System Application)
·
SIPEDIT (Follow Up
Audit System Application)
·
SIMRENWAS (Oversight
Planning System Application)
2. Seven (7) days for:
a.
Conducting
an assessment/review of the three-current e-audit applications listed above,
including the collection of documents and SOPs regarding the applications, and any
necessary interviews with users.
3. Seven (7 days) for:
a.
Write
a report on the review of the e-audit applications in the Ministry of Health IG,
including any relevant notes on prominent system bugs or other feedback/input
from the users.
b.
Write
recommendations for the Ministry of Health IG to refine the current e-audit
applications, with a focus on feasible improvements to the workflow, integration
among the three applications, and the ability to integrate additional
components in the future to create a comprehensive e-audit platform.
4. One (1 day) for :

Present
the results of the application assessment/review and relevant recommendations
to executive leadership within the Ministry of Health IG (IRJEN, SESITJEN, and
Inspectors).

Qualifications
1. Professional IT consultant with
at least 5 years of experience in website/database/application development.
2. Demonstrated experience in analyzing,
designing, and developing applications.
3. At least 5 years of experience
related to web programming (PHP, MYSQL, AJAX, CSS, HTML, HTML5 and jQuery)
4. A good understanding of internal audit
process in government offices
5. Strong communication and
interpersonal skills
6. Experienced working with
government agencies is preferred
