Indonesia is associated with the World Resources Institute (WRI), a
global environmental research organization that turns big ideas into
action at the nexus of environment, economic opportunity, and human

Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country focusing on forests and land use governance, and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include climate, energy, as well as cities and transportation programs.

Overview
The recent issuance of Presidential Regulation No. 9/2016 regarding Acceleration on the Implementation of the One Map Policy with an accuracy scale of 1:50,000, initiated by the Coordinating Ministry of Economy and Geospatial Information Agency (BIG)—in close collaboration with WRI—will provide strategic opportunities to move the Government of Indonesia’s national development agenda toward a sustainable, low-carbon development pathway. The recently issued Presidential Regulation mandated the supervisor of the initiative (BIG) to implement a comprehensive action plan to develop 85 thematic maps by 2019.
The overall objective of the One Map Initiative is to transform land use decision-making processes to be open, accountable, and participatory. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders. This is carried out by institutionalize a new and improved delivery mechanism for land use governance by embedding the principles of the One Map approach (accountability, inclusiveness, transparency) within provincial land use standard operating procedures (spatial planning processes, land use monitoring, use of geospatial databases, industrial land use management). Further, through partnership with local governments, civil societies and the private sectors, WRI Indonesia will develop a model of engagement that could help address conflict on the local level and could be scaled-up into the National One Map Initiative. The work will span five years, focusing on Riau, South Sumatra, and Papua provinces.

To this end, one solution that WRI Indonesia wants to offer is promoting the commitment of palm oil industries to prevent deforestation and peat degradation throughout palm oil supply chain. This is undertaken by developing and testing Landscape Monitoring tools, namely Places To Watch Commodities (PTWC), to identify important places that are likely in non-compliance with companies’ no deforestation commitments. In the end, the monitoring tools will not only beneficial for companies to monitor their commitments toward deforestation and peat degradation, but also government and other relevant stakeholders.
The Landscape Monitoring Consultant will be based in Jakarta for the Landscape Monitoring Project, both in national and targeted sub-national level. He/she will assist the Landscape Monitoring team in providing strategic and technical support for the implementation of Landscape Monitoring project. The main task of the work is to generate and analyze PTWC as well as coordinate with relevant stakeholders in the finalization and the implementation of Landscape Monitoring tools.. Reporting to Land Use Accountability Manager, he/she will coordinate with the WRI Global, WRI Regional Team, Landscape Monitoring team and other key personnel for the period of his/her scope of work. The work will span for 6 months on deliverables basis of trial with probability of extension, focusing on selected deliverables as agreed by WRI Indonesia.
Responsibilities
The consultant main areas of responsibility will include the following:
- Generate weekly “PTWC” alert area based on the current algorithm (Spatial Analysis)
- Analyze the “PTWC” alert for various stakeholder (CSOs, Government and Private Sector)
- Generate weekly PTWC report for various stakeholder (CSOs, Government and Private Sector)
- Contribute in development of Sharing & Response SOP with Landscape Monitoring team
- Coordinate with key stakeholders and vendors in arranging workshops/FGDs related to Landscape Monitoring Project
- Coordinate with Landscape Monitoring team to ensure the effectiveness and efficiency in accomplishing the project objective
- Generate monthly report and provide recommendations to Landscape Monitoring team regarding accomplishment of the work plan
Qualifications
- Legally able to work in Indonesia.
- Bachelor degree in geography, geodesy, forestry, or any other related field.
- Studies, interest or experience working on environmental issues and specifically forest or land use issues. Having experience in the palm oil sector is a plus.
- Minimum 1-2 years of full-time work experience in GIS field.
- Proven extensive experience in geospatial analysis using GIS software
- Ability to communicate, coordinate, and well organized.
- Ability to manage professional relationships to effectively communicate with people at all levels and from various backgrounds.
- Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
- Detail-oriented and organized thinker.
- Excellent oral and written communication skills.
- Professional fluency in Bahasa Indonesia and English.
- Knowledge of Microsoft Office Suite is imperative.
Performance Standard:
- Work plans are expected to be carried out timely and satisfactory with minor supervision..
- Must be capable of setting priorities and working under pressure.
- Ability to work well with internal and external participants is essential.
- Ability to work well in group/team as well as working individually.
- Ready to do some business travel to meet project goals

Duration
The works will be conducting within six months with possible extension depends on the working progress and performance
