WRI Indonesia is national entity (Yayasan) associated with the World Resources Institute (WRI), a global environmental research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. WRI work with various stakeholders in the natural resources sector to support policy and management that are both profitable and sustainable. WRI work with leaders in more than 50 countries for more than 30 years, with offices in the United States, Brazil, China, Europe, India, and Indonesia. Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country, and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include projects in the climate, energy, as well as city and transportation programs.
Overview
The Low Carbon Development Initiative (LCDI) is a program of WRI Indonesia that coordinates global flagship projects of the New Climate Economy (NCE), Food and Land Use (FOLU), Tracking and Strengthening Climate Actions (TASCA) and Nationally Determined Contributions Partnership (NDC-P) in Indonesia. The Low Carbon Development Initiative will undertake systematic social economy assessment, quantitative and spatial analyses to support the development of the next National Mid-Term Development Planning (RPJMN 2020-2024) and Indonesia Vision 2045 Roadmap Document developed by Ministry of National Development Planning (BAPPENAS), and provide independent and authoritative evidence on the relationship between actions that strengthen economic performance and those that reduce the risk of climate change and declining environmental carrying capacity.

In addition to examining economic sectors such as in forestry, agriculture, energy, industry, transportation and fisheries, attention will be given to the overall performance of food and land-uses systems. The program intends to identify opportunities: 1) where policy reforms, investment and business solutions could yield large multiple benefits for the economy, society and the environment, and 2) how development scenarios could be assessed quantitatively to balance between economic growth and environmental carrying capacity.
The Low Carbon Development Program aims to contribute to building a low carbon development, achieving Indonesia’s climate actions target (Nationally Determined Contributions/NDC), and sustainable food and land use economy in Indonesia. It will develop an evidence based, spatially explicit social economic development scenarios; and investment model to inform Indonesia’s Mid-term National Development Planning (RPJMN) strategic environmental assessment and to achieve Indonesia’s global commitment to emissions reduction and environmental sustainability. The program will also produce background studies for forestry, agriculture, energy, transport and fisheries that document stakeholder knowledge in these sectors to inform the country’s development and investment options.

Moreover, it will establish science-based targets and pathways at global, national and sub-national levels for Indonesia agreed upon by multi-stakeholders in the public and private sectors; provide business solutions that raise ambition of the private sector; and present these in action roadmaps with innovations that can mobilize financing and investments. It will also identify key policies, investments and actions needed to establish a new food and land use economy, which enhances agricultural productivity and rural livelihoods, addresses food waste, improves diets while at the same time protecting forests and biodiversity and increasing Indonesia's resilience and adaptation to climate change. In addition to delivering economy-wide analysis at a national level, the program will be complemented by selected sub-national deep dives in Sumatra, Kalimantan, and Papua. This will aim at providing proof points for key sectors in specified jurisdictions where opportunities and policy reforms are likely to yield the largest economic, social and environmental impacts and co-benefits.

The Low Carbon Development Program (LCDI) Project Lead will be based in Jakarta and work closely with Senior Economist, Climate and Forest Manager, and climate team of WRI Indonesia on the project preparation and program management of the WRI project portfolio under this project framework. The work will provide programmatic leadership to implement, monitor, and evaluate the project ensuring that it achieves intended targeted impact of the Low Carbon Development Program (LCDI) in Indonesia. The LCDI Project Lead will become part of a large team at WRI involving international and national experts and partners who will work under different workstreams associated with the new climate economy, sustainable food and land use economy, tracking and strengthening climate actions and Nationally Determined Contributions Partnership in Indonesia.
Responsibilities
The LCDI Program Lead’s main areas of responsibility will include the following:
Program/Project Management (50%)
  • Support the team in project implementation, ensuring that desired outputs are delivered and outcomes are achieved within the appropriate level of quality, on time and within budget, in accordance with the program/project plan.
  • Proactively identify and address opportunities and challenges to the project arising internally or externally, including by adjusting programmatic strategies and approaches, resolving issues and initiating appropriate corrective action.
  • Ensure effective quality assurance and the overall integrity of the project according to WRI policy by defining project success criteria, monitoring and evaluates performance with respect to these criteria, and communicates progress to involved parties and partners throughout project life cycle.
  • Ensure effective coordination and information flow with Senior/Lead Economist and Senior Climate and Forest Manager, WRI Indonesia Team and WRI Global, and NCE/climate portfolio partners on related program/project and work plan.
  • Ensure program systems, including budget management and project M&E systems, in support of the effective and timely use of project resources and technical and financial reporting in compliance with WRI standard requirements, including formats and deadlines.
Stakeholder Management and Communication (40%)
  • Manage strategic engagement and communication with stakeholders (government agencies, private sector, CSOs, and multi-donors).
  • Liaise outreach and cultivates relationships with potential partners, donors, and stakeholders.
  • Builds the profile of WRI Indonesia regarding low carbon development initiative through communications and outreach to target audiences.
  • Develops and oversees development of communications materials, such as concept notes and presentations, targeting existing and prospective partners and stakeholders of project; and oversee the dissemination of reports related to project activities.
Research and Knowledge (10%)
  • Authors or co-authors knowledge products (e.g., reports, briefs, data products, tools, blog);
  • Contributes expertise to relevant cross-programmatic initiatives in WRI Indonesia, where appropriate.

Qualifications
  • Legally able to work in Indonesia.
  • A Master Degree in Social Science, Environmental Science, Natural Resources Management or Engineering.
  • Minimum five years of full-time work experience in relevant field, with program implementation and project management experience.
  • General familiarity with economic and quantitative modeling issues related to climate, food, and/or sectoral contexts (forestry, peat, agriculture, energy, transport, fisheries)
  • Direct hands-on experience in project management (e..g. planning, budgeting) and grant management (e.g. due diligence, financial monitoring) and managing multi-donor agency.
  • Ability to deftly manage projects with strong critical thinking and creative problem solving skills and balance attention to detail with big-picture thinking.
  • Ability to manage professional relationships and to effectively communicate with people at all levels and from various backgrounds.
  • Proven skills to effectively manage a team.
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Detail-oriented and organized thinker who can juggle multiple, competing priorities.
  • Excellent oral and written communication skills.
  • Ability to travel when needed.
Preferred Qualifications:
  • Professional fluency in English and Bahasa Indonesia in both writing and speaking.
  • Experience working with complex issues related to policy or research.
  • Ability to write and speak in an organized, clear, and articulate manner for a wide range of audiences including local governments, local private sector and smallholders, local NGOs, local communities, and partners.
Performance Standard:
  • Effective team work and communication.
  • Project Management, Grant Management, and Stakeholder Management activities are expected to be carried out timely and satisfactory with minor supervision.
  • Capability of setting priorities, working under constraints, and managing several project activities simultaneously.
  • Ability to work well with internal and external participants is essential.
  • Knowledge of Microsoft Office Suite is imperative.
Final candidates will be required to take a writing/analytical test.
