Background
Measles elimination and rubella control by 2020 is the flagship program of the WHO South East Asia Region which was adopted in the sixty-sixth meeting of the Regional Committee for South East Asia Regional Committee (RC) in 2013.The Government of Indonesia is committed to achieve this 2020 goal and thus have planned for a two phased phase of catch up supplementary immunization activity in 2017 & 2018. The first phase was targeting 35 million children was completed in 2017 and now  the second phase will take targeting 32 million children will take place in August – September 2018, in 28 provinces of Indonesia (except Java Island) to close the immunity gap for measles and rubella in the children of age 9 months to < 15 years.  

Duties and responsibilities
Under the overall guidance and supervision of the WHO Representative to Indonesia (WR) and the direct supervision of the Medical Officer EPI, the consultant will support the at Sub national Provinces and districts in  planning, preparation, coordination, training, logistics, monitoring and assessment for the 2018 MR  immunization  focusing on selected high risk  districts only ; this will include :
1.    TA for Developing high quality district and sub district micro plans for the MR  immunization campaign special focus on health center level micro-planning, identification of high risk areas, mapping, logistics planning, injection safety, waste management and monitoring response to adverse events following immunization (AEFI);
2.    Facilitating Coordination between district health , district school offices, NGOs, INGOs, religious organizations, private schools and other partners to ensure establishment and smooth operation of district level coordination committees
3.    Training and orientation of health staff, advocacy with schools at district and sub-district levels;
4.    Developing, coordinating  and implementing a monitoring plan of the from PHO/ DHO and education department
6.    Conduct pre-campaign readiness assessment using the predefined checklist as adopted for Indonesia (SIA assessment tools) and provide necessary feedback, correction to the districts/ sub districts
7.    Technical assistance to districts to strengthen routine immunization, specifically utilizing MR SIA as an opportunity for identification of defaulters, i.e.  un/under vaccinated children   during the  community phase in September and ensure proper follow up  and assist in developing a POA for vaccinating the  un/under vaccinated children identified during the SIA.
8.    Assist and monitor the flow and distributions of vaccine, logistics,  training and IEC materials and assist in developing communication plans ( including social media)  at district level
9.    Advocacy for case-based surveillance for measles and rubella at all levels using the SIA as  an opportunity ;
10.  Providing regular feedback to the PHO, DHO  and the WHO  team; and
11.  Submit a   detail final report at the end of the assignment.

Duration of the consultancy (6 months) 1st June 2018 to 30 Nov 2018

Functional Skills and Knowledge;
Managerial and good communication skills; analytical skills to identify critical issues and good writing skills; knowledge and skills in implementing  immunization campaign specially measles and rubella campaign,  routine EPI and  VPD control, surveillance of communicable diseases ; ability to work independently and also in  team setting
Education (Qualifications)
Essential:
University degree in medicine or a health related subject from a recognized university or its equivalent qualification
Experience
Desirable:
At least five years’ experience in public health program implementation preferably in Immunization and VPD Surveillance
Language skills:  Fluent in Bahasa Indonesia and English; knowledge of local language will be an advantage
Other Skills:
Computer literacy: Proficient in use of Microsoft Office applications and email
