GIZ Indonesia for The Sustainable Development Goals (SDGs) project: Advisor on Justice and Governance Pillar

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. We work to shape a future worth living in over 120 countries around the world.


In the framework of the bilateral Government Negotiations between the Republic of Indonesia and the Federal Republic of Germany in July 2017 in Jakarta, both sides agreed to jointly assess options for a potential cooperation in the framework of planning and monitoring the Sustainable Development Goals (SDGs) in Indonesia..

Based on this mutual understanding, GIZ prepared a designated project proposal in close cooperation with BAPPENAS and submitted it to the German Ministry of Economic Cooperation and Development, BMZ.  After thorough evaluation BMZ commissioned GIZ with the implementation of the project "Support for the National Road Map 2030 und Regional Action Plans for Planning and Monitoring the SDGs”, hereinafter called “the Project”.

The project has the following areas of intervention/assistance:

  • Supporting the SDG-Secretariat in fulfilling its mandate to coordinate and assist the 17 SDG-Working Groups within the four conceptual pillars – Economy, Environment, Social Affairs and Governance – in preparing the National Road Map 2030
  • Advising four Provincial Governments  in establishing Multi Actor Partnerships and the preparation of Regional Action Plans 2019 – 2023, namely:
    • West Sumatra
    • North Kalimantan
    • Gorontalo
    • East Nusa Tenggara
  •  Supporting the counterparts in designing a concept for monitoring the SDGs and in the knowledge management in relation to lessons learned.

GIZ is seeking one (1) qualified Indonesian candidate for the following position: 

Advisor on Justice and Governance Pillar
Responsibility
Ensure effective and efficient delivery of activity results as determined in the National Coordinating Team’s Work plan, mobilize resources, and report the SDGs’ progress.

In this context, the position includes, but is not limited to the following tasks:
Tasks
  • Manage and oversee the Justice and Governance Pillar Team to provide the SDG-Secretariat with support to the Thematic Working Group (TWG) Justice and Governance Pillar (the Justice and Governance Pillar will address SDG issues relating to Justice and Governance /Goal 16) and the Sub-TWG of Goal 17;
  • Apply an understanding of Indonesia’s national development challenges and priorities to provide advice and support to the TWG Justice and Governance Pillar and sub-TWG;
  • Work with key stakeholders across Government, philanthropy and business, civil society, and international development partners (across sectors and at national and sub-national levels) to contribute to policies and programs for the achievement of the SDGs;
  • Manage the work of the Justice and Governance Pillar team and sub-TWG according to the Secretariat Work Plan. Including to:
    • Assist the Team Leader of the SDGs Secretariat on drafting the legal framework and facilitate its enactment i.e.: Ministerial Regulation and Ministerial Decree for implementing the Presidential Decree Number 59 Year 2017;
    • Manage database collection for SDG Indicators that will be presented on the Dashboard of SDGs Indonesia to track progress against SDGs’ targets;
    • Facilitate, provide input as well as technical assistance for developing and finalizing the national action plan;
    • Facilitate the development of sub-national action plans at provincial level that should be finalized in July 2018, and facilitate the mainstreaming of SDGs into the sub-national’s development planning documents;
    • Provide technical assistance for formulating the Road Map of SDGs Indonesia for the period of 2017 – 2030;
    • Provide inputs to integrate the remaining SDGs targets and indicators that have not been mainstreamed into Medium Term of National Development Plan 2020-2024;
    • Facilitate the development of missing indicators into “SDGs Indonesia indicators” that applicable to national and sub national context;
    • Conduct the monitoring at national and sub-national levels to verify progress against targets and analyze the monitoring result to provide input for feedback;
    • Assist and provide technical assistance for the development of the annual report the will be presented as Voluntary National Review 2018 as well as of SDGs Annual Report to be reported at national level to the Steering Committee;
    • Manage the dissemination materials to implement the communication and advocacy strategy;
    • Provide technical assistance on the process of SDGs Award for all stakeholders;
    • Effectively work with non-state actors (philanthropy and business, civil society organizations, and academia) from planning, implementing, as well as monitoring, evaluation and reporting the SDGs Indonesia;
    • Effectively co-ordinate with other pillar teams within the National Secretariat and with the Justice and Governance TWG as well as with Sub-TWG;
  • Report to the National SDG-Secretariat Team Leader (as the client of this advisory service);
  • Effectively respond to requests of the Team Leader as required;
  • Support the GIZ Project Manager (disciplinary superior) in all conceptual matters related to the assignment, including on reporting to German Embassy, German Ministry of Economic Cooperation and Development, BAPPENAS and other organization if required.
 
 A.    Required qualifications, competences and experience
Qualifications
  • Minimum Master degree in public policy, economics or other field related to the SDGs

Professional experience
  • Good experience in working with the Government of Indonesia and in building networks with ministries and donors;
  • Good experience on MDGs and comprehension on SDGs;
  • Minimum ten (10) years of experience in management positions on issues of public policy at the national level in a sector/s related to the SDGs;
  • Strong demonstrated knowledge of Justice and Governance in Indonesia, at the national and sub-national level;
  • Knowledge and experience managing a team working, and an understanding of Indonesia’s commitments against the SDGs;
  • Demonstrated ability to effectively manage a team to produce results;
  • Experience in planning, drafting and review of public policy and related budgets, particularly in respect to development activities at national and subnational levels;
  • Proven analytical skills and ability to conceptualize strategic intervention;
  • Knowledge and network with SDGs related key stakeholders; and
  • Excellent communication and advocacy skills, familiarity with development partners’ rules and procedures.

Other knowledge, additional competences
  • Ability to write reports, make presentations
  • Very good working knowledge of ITC technologies (related software) and computer applications (e.g. MS Office)
  • Social, intercultural understanding and interest, flexibility, ability to work in team, sense of diplomacy, ability to a politically sensitive environment successfully
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
