humanist values. It aims at structural poverty alleviation with a strong focus
on civil society building and sustainable economic development. Hivos Southeast
Asia provides financial support for local NGOs, is active in networking,
lobbying and exchanging knowledge and expertise. For its Hivos Southeast Asia
seeks qualified Indonesian consultant for the position of:
Title : Consultant for Due Diligence / Financial
Health Assessment
Duty Station : Jakarta, Indonesia
Duration : 1 (one) month
1.
Objectives
Hivos Foundation shall institute a Due Diligence/Financial health check
as part of its assessment and enhancement of the financial capacity of its
counterpart organizations.
The Due diligence/Financial health check reviews the status of the
financial management systems of applicants at the commencement of new funding
relationships. The instrument provides baseline information regarding the
status of financial management which serves as a basis for subsequent
monitoring. It also informs both Hivos and the counterpart organization on the
strengths and weaknesses noted and offer recommendations for resolution of
identified points of attention.
In order to ensure greater coverage, Hivos outsources the performance of
the due diligence/Financial health check to external consultants.

Methodology
The Due diligence/ Financial health assessment shall take the form of a
questionnaire to be completed by the Consultant, in consultation with key Staff
of the counterpart organisation.
The Financial health assessment checklist involves answering a set of
questions which cover all the key areas of NGO financial management and
verifying evidence which supports each assertion.
By the end of the Financial Health Check both Hivos and the counterpart
are well informed of the status of financial management and the steps necessary
to attain the desired level of financial management.

Reporting:
The Consultant shall share the results of the Due diligence/financial
health check (upon conclusion of the checklist) with Management through a
debriefing.
The Consultant shall present a report highlighting the major
observations, points of attention and recommendations.
After completing each section, the consultant shall compile a summary of
all the points of attention which will include recommended steps to be taken to
address any identified weaknesses and details of timelines and responsibility
assignment.
The report will be discussed with the Partner organisation and they will
confirm the observations and indicate their commitment towards addressing the
identified points of attention.
The Consultant shall draft a narrative report to Hivos which includes a
summary of the findings, the points of attention and recommendations. The report shall follow the format specified
by Hivos.
A final debriefing shall be convened involving Hivos Foundation, key
management and one of the Board member (if possible) to present the outcome of
the financial health assessment. The Consultant shall circulate a copy of the
report prior to the debriefing
