HIVOS EOI - Consultant(s) for Capacity Development Training on Financial Resilience “Civil Society and Good Governance in Timor Leste”

Hivos Southeast Asia is an International non-governmental organization guided by humanist values. It aims at structural poverty alleviation with a strong focus on civil society building and sustainable economic development. Hivos Southeast Asia provides financial support for local NGOs, is active in networking, lobbying and exchanging knowledge and expertise. For its Hivos Southeast Asia seeks qualified Indonesian consultant for the position of:

1.          Background

The Civil Society and Good Governance project, funded by the Embassy of Norway in Jakarta, Indonesia, is a continuation of a previous project led by Hivos which supported gender based violence (GBV) victims in Timor Leste. This second phase ultimately aims to strengthen the capacity of 4 (four) local civil society organizations (CSOs) in Timor Leste to better and effectively advocate the rights of its citizens. Hivos and its four local partners have planned to work on the following: capacity building, and awareness raising and advocacy in a number of areas, including governance, gender based violence and women leadership.

In regards to the above, Hivos wishes to assign a consultant or a team of consultants to work with our partners from Timor Leste in Financial Resilience Training. The training session will be conducted in Jakarta, Indonesia in late March or early April. 2 (two) representatives from each partner organization will fly to Jakarta to attend the training. The material and content of the training is the decision of the consultant but it should relate to maintaining financial sustainability of an organization and creating strategies that will allow an organization maintain and/or improve their financial standing. The training session should end with the opportunity for partners to meet and network with other organizations and/or potential donors where they will have time to present about their organization. We recommend having two to three days of financial resilience training and an extra additional day for the presentation/networking session.

2.         Objectives

The objectives of this activities is to strengthen the capabilities of our local partners in Timor Leste in the area of financial resilience.

3.         Scope of Work:

-        Prepare training material and implement financial resilience training to local partners;
-        Provide input and assistance during presentation/networking session;
-        Produce a narrative report/assessment based on the consultant’s observations during training;
-        Produce a financial report based on the consultant’s expenses during the training.
4.         Criteria:

-        Experience working with Civil Society Organizations in a low-resource country/setting. Understands the local context;
-        Presents innovative financial strategies and suggestions in the proposal;
-        In-depth understanding in capacity development training, especially on topics related to Financial Resilience and Financial Sustainability;
-        Interest and experience in working with issues related to women empowerment, gender based violence, and human rights.

5.         Time Frame:

Hivos would like to conduct the financial resilience training in late March or early April, depending on further conversation with consultant and our partner organizations in Timor Leste. The training itself would be a maximum of 5 (five) days, and the consultant will be expected to submit a narrative report and a financial report a month after the completion of the training. It is up to the discretion of the consultant to decide the number of working days, but should keep in mind preparation, the actual training, followed by the reports to be submitted to Hivos. 

6.         Budget:

Consultant(s) are expected to handle a maximum budget of USD 5,000 for the entirety of this project. This budget includes all expenses including the consultant’s honor fee(s) and meeting room costs, training materials, and other logistical expenditures. All expenses are to be reported in the financial report to be submitted to Hivos a month after the completion of the training.

7.         Practical Arrangements:

The consultant(s) will be responsible for all aspects/logistics of the training (including renting out an appropriate venue). Participants will be responsible for their respective air fares from Dili to Jakarta to attend the training. Hivos will be accountable for the participant’s accommodations while in Jakarta.

If you are a team of consultants, kindly compile all CVs into one document and send it along with one proposal for the whole team. An application without a proposal will not be accepted.
