Hivos Job Vacancy : ROVING REGIONAL GRANT OFFICER “VOICE”

Voice -an innovative grant facility that is executed by a consortium
between Oxfam Novib and Hivos- is currently recruiting for the position of:


*Title : ROVING REGIONAL GRANT OFFICER “VOICE”*

*Duration : 1 (one) year, renewable based on performance*

*What is Voice?*

An initiative from the Netherlands Ministry of Foreign Affairs, executed by
a Consortium between Oxfam and Hivos, Voice is a Euro 50 million grant
facility that targets the most marginalised and discriminated groups in ten
countries in Africa and Asia. It aims to strengthen the lobby and advocacy
capacity of Civil Society Organisations and representatives of the target
groups based on the principle of *Nothing about us without us*. Since the
most marginalised and discriminated groups are often hard to reach via
regular programming, Voice promotes the use of innovative ideas and
strategies, in order to empower these groups and to have their voices heard

*Main Goal of the Job*

Reporting to the Programme Manager Voice, the Roving Regional Grant Officer
for Asia provides leadership and support to the Voice focus countries in
Asia (Cambodia, Laos, Indonesia and the Philippines) to ensure high quality
regional and national grant management. The role includes supporting,
coordinating and ensuring coherence of the entire grant management and
contracting process, coordinating and supporting tracking and monitoring of
grant data and metrics, and ensuring grantee compliance and support within
the entire grant process.

The Roving Regional Grant Officer shall act as the *to-go* person for the
Voice country teams for all aspects of the regional and/or national grant
making process including all grant administration policies, systems, and
documentation to ensure compliance, incorporate best practices, and ensure
excellent controls.

*Your Responsibilities *

1. Support the issuing and timing of regional and/or national Calls
for Proposals and liaise on innovative outreach strategies to ensure
reaching the right target groups;

2. Coordinate and support national Voice Country Teams in the region
in carrying out grant selection assessments (including identifying capacity
gaps) and contracting process;

3. Coordinate with Voice country teams to help ensure effective
post-contract grant management including

o timely collection and assessment of reports;

o follow up and communication with grantees;

o ensure scheduled payments to grantees;

o and liaising with Voice country teams to ensure seamless grantee
management and communication;

4. Help ensure grant processes are in line with Voice targets and
objectives and promote effective grant making;

5. Ensure grant administration policies and processes are responsive
to Voice needs, and propose adaptations as needed;

6. Identify and report compliance issues related to donor and Voice
contractual obligations and standards;

7. Track Voice grant compliance and bring instances of non-compliance
to the attention of the Programme Manager;

8. Support grant portfolio reporting and monitoring and evaluation,
including for Regional/Multi-Country grantees;

o Undertake monitoring visits to grantees as needed and in-line with
project plans;

o Support finance and compliance spot checks;

o Identify grantee capacity issues and risks and support preparation of a
capacity development plan as needed.

9. In collaboration with Voice country teams carry out grants and
financial data reconciliation at regional level and preparation for
reports, audits and other Voice reporting as needed;

10. Maintain systems to track grant metrics in line with Voice reporting
requirements;

11. Develop and prepare operational reports for grant management (at
regional level) for the Programme Manager and Voice country teams;

12. Administer Voice policies and procedures in accordance with country
and organisational guidelines;

13. Monitor regulations and their effect on grant making in countries
Voice works in;

14. Coach, mentor and support new in-country Voice team members as needed..

*Requirements for the job*

· Five years experience with large scale grant management;

· Knowledge of grant funding policies and procedures and applicable
country/ national regulations;

· Knowledge of and affinity with social inclusion, marginalisation,
lobby & advocacy;

· Academic background (MA level) or similar in international
business administration or international communication; we also welcome the
equivalent in years of experience

· Excellent written and verbal communication skills in English;

· Administrative project management skills;

· Excellent ICT skills (Microsoft Office and database);

· Strong organisational and coordinating skills;

· Ability to perform complex tasks and to prioritise multiple
projects;

· Strong interpersonal and communication skills and the ability to
work effectively with a wide range of constituencies in a multicultural
environment;

· Ability to make administrative/procedural decisions and
judgments;

· Ability to analyse budgetary line items for compliance with
budget guidelines;

· Willingness to travel in the region and beyond;

· An asset is strong experience working with one or more of the
Voice target groups and/or an in-depth understanding of one or more of the
Voice thematic areas.

Hivos SEA is committed to providing you with a competitive, fair, and
comprehensive pay and benefits package that is justifiable to the donor.
Your gross salary depends on experience but will be in scale 11 (from 1-12
Hivos’s SEA salary grade) with excellent benefits.
