IDLO RULE OF LAW PROGRAM INDONESIA
In November 2014, IDLO was selected by the Minister for Foreign Trade and Development Cooperation of the Ministry of Foreign Affairs of the Netherlands to manage a substantial part of the rule of law program. IDLO is in charge of ensuring the coherent and efficient management of the Indonesia-Netherlands Rule of Law Fund (“RoL Fund”), in alignment with the Indonesian National Long-Term Development Plan (RPJPN) 2005-2025. IDLO’s main responsibilities are the identification, implementation and monitoring of activities supported by the Fund, while facilitating and strengthening collaboration among Dutch and Indonesian institutions working on rule of law initiatives. The primary objective of the RoL Fund is to support the development of effective, accountable and inclusive justice sector institutions, and ensuring equal access to justice in Indonesia.

THE POSITION
Under the direct supervision of the Program Manager-Rule of Law Program and working in close coordination with the Finance and Grants Officer and other program colleagues, the Finance and Administration Associate will be responsible for the following main duties:
Financial Management
§ Provide Finance and Administrative support to the Program team and ensure process integrity;
§ Ensure internal control procedures are followed for all cash disbursement, receipts and transfers, including being responsible for managing the petty cash;
§ Support the Finance and Administration Officer to maintain an overall accounting system for the Jakarta Office in line with IDLO guidance and procedures, including but not limited to processing invoices and payments, maintaining bank accounts and financial records, ensure timely reimbursement of travel expenses to IDLO staff members/experts;
§ Support the Finance and Administration Officer with Implementation Partners, including: conducting cost estimates and budget proposals; conducting organizational assessments and regular spot checks assessing risks and quality of implementing partner’s internal processes; monitoring and reviewing financial reports of the sub projects;

Administration
§ Support the coordination of work and information flow between Offices (HQ/Field) and support functions; Including, coordinating the processing of payments, travel requests, etc. through HQ.
§ Assist in administering and managing the logistics, communication and contracts with various service providers, such as travel agents, hotels, office suppliers, etc.
§ Provide administrative and organizational support to the Country Director for the day-to-day management of the Field Office;
§ Support the maintenance of a sound filing system of all financial and program documentation;
§ Identify needs and liaise with the Supervisor and Procurement unit in HQ for the purchase of all office supplies, equipment, stationary and other resources essential for the operation of the Field Office and program; Create and maintain inventory of all incoming and current suppliers;

IDEAL CANDIDATE PROFILE
Education
§ Undergraduate degree in business, finance, or related field is required.

Work Experience
§ Minimum of 3-4 years of experience in the field of accounting and financial management preferably within international organizations or private /public organization with donor funded programs;
§ Demonstrated experience of financial management and reporting skills;

Languages
§ Fluent oral and writing skills in English and Bahasa Indonesia is required.

Specific knowledge, skills and competencies
§ Significant experience with accounting system management;
§ Substantive knowledge of budgeting for development cooperation;
§ Knowledge of administrative procedures of an international development agency is an additional asset;
§ Experience in working with an international/interdisciplinary team.
§ Competency with financial data systems and spreadsheet processes;
§ Strong attention to details and ability to manage multiple projects simultaneously in a fast 
paced deadline driven environment.
§ Proven ability to develop and foster productive working relationships across a globally based organization;
§ Very good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software;
§ Excellent written and verbal communication skills.
§ Keen sense of ethics, integrity and commitment to IDLO’s mandate. 

TERMS AND CONDITIONS
The selected candidate is expected to start as soon as possible. The duration of the assignment is for 1 year, with the possibility of extension based on performance and availability of resources.
This vacancy is open to local nationals, permanent residents or those residents with a valid residency/ working permit of the duty station.
