ABOUT BETTERWORK INDONESIA
Better
Work is a unique partnership between the UN’s International Labour
Organization (ILO) and the World Bank Group’s International Finance
Corporation (IFC). Launched in 2007, the programme aims to improve
compliance with labour standards and competitiveness in global supply
chains. Better Work involves the development of both global tools and
country level projects. The focus is on developing scalable and
sustainable solutions, which build cooperation between government,
employer and worker organizations, and international buyers. Improving
compliance with labour standards in global supply chains is an important
part of a pro-poor development strategy. Ensuring workers’ rights and
entitlements are protected helps to distribute the benefits of trade.
Better
Work supports enterprises in implementing the ILO core international
labour standards and national labour law and improve the dialogue
between workers and employers. This helps enterprises compete in global
markets where many buyers demand compliance with labour standards from
their suppliers.
To
achieve its goal, Better Work Indonesia provide advisory, assessment
and training services to factories and work with ILO stakeholders to
support them in building their capacity to fulfill their role.
In
Indonesia, the core services (advisory, assessment and training) is
exclusively implemented by Kemitraan Kerja, a national foundation who
operates since 2017 under an implementation agreement with the ILO. This
position sits within the Kemitraan Kerja.

POSITION DESCRIPTION
The Operations Manager will oversee core service (assessment, advisory and training) delivery for the Kemitraan Kerja. The
position will oversee all core service staff, including Enterprise
Advisors, Team Leaders and Training Officers and ensure high quality
delivery of all services, in accordance with Better Work’s Guidelines on
Quality Assurance.
Specific duties and responsibilities:
Core services coordination
1. Manage assessment, advisory and training services in a sustainable and efficient manner.
2. Provide technical and administrative supervision to the core service team.
3. Lead the preparation of regular and ad hoc reports on the status of the core services for internal and external audiences.
4.. Oversee quality assurance of core services, including in-full and on-time delivery of all planned services.
5. Monitor
progress of core services by reviewing, verifying and analysing work
plans, and other reports required by BWI stakeholders.
6. Lead
coordination with the Better Work Global Core Service Team to ensure
high service quality and contribute to improvements in core service
delivery.
Management
1. Directly manage the Team Leaders, who manage the other members of core services team.
2. Oversee recruitment, staff development and performance management for all members of the Core Services Team.
3. Build
the capacity of the core service staff to ensure services are
implemented to expected quality standards and ensure effective
coordination and collaboration between the various project components
4. Contribute to the sustainability and the future of the Yayasan Kemitraan Kerja.
5. Represent the program when needed.
Stakeholders and Buyers relations
1. Provide support to partnership relations, especially on core services deliveries.
2. Contribute creative ideas for programme development including new partners and new activities.
3. Support the Executive Director of Kemitraan Kerja in generating ideas from core service delivery as they relate to strengthening the capacity of the relevant government, workers and employer organizations and other groups.
4. Support the Executive Director of Kemitraan Kerja in engagement with the Project Advisory Committee and other stakeholders.
Experience and Qualification
Education
Advanced university degree in economics, social sciences, or a related field or the equivalent in professional work experience.
Experience
Minimum of 5 years professional experience in relevant field of expertise.
Languages
Excellent command of English and Bahasa Indonesia
Required Competencies
1. Good
understanding of the principles of social dialogue, national labour law
and regulations, corporate social responsibility, especially related to
labour issues in global supply chains.
2. Good interpersonal, communication and public presentation skills.
3. Ability to deal with people with tact and diplomacy and ability to supervise staff.
4. Good drafting skills and demonstrated ability to prepare reports and publications.
5. Ability to oversee problem solving in complex operational problems through negotiation and conflict resolution
6. Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
7. Ability to work in diversified environments.
