Oxfam - Calling Consult for supporting fisherfolk’s voice in Eastern Indonesia

Calling Consultant for
Supporting fisherfolk's voice in Eastern Indonesia (NTT)

Background
Oxfam in Indonesia is working on Right to Food (RTF) Project which aimed
to improve small food producers, especially women, in accessing their
productive resources, include government program. There are four project
locations of RTF project, include East Nusa Tenggara (NTT), the most
province which has vulnerable on food security in Indonesia. This province
also has high rate to poor people who living in poverty. Fisherfolk is one
of group of communities who faces this poor condition.
Since 2016, Indonesia has been issued law to protect and empower of
fisherfolk and salt farmers that encourage government role to support
those small-scale food producers. CSOs was really appreciated this law and
express interest to make it implemented in local level since now Indonesia
has advanced on decentralisation of authorities. Despite this law does not
recognise women’s role in fishery activities, but some of interventions by
CSOs could make fisherwomen access government program equally.
Oxfam in Indonesia is expecting consultant to conduct increasing
fisherfolk’s voice to have policy dialogue with local government to help
them gain their right. One of key working area on this consultancy is
develop draft policy recommendation to promote local regulation in NTT to
implement Law No.7 Year 2016 about protection and empowerment of
fisherfolk

Objective
Oxfam in Indonesia is looking for consultant to support capacity building
of fisherfolk’s to voicing their rights and develop draft policy to
implement Law No.7 Year 2016 into local level. Oxfam is seeking
organisation working on fishery issue and had experienced to develop lobby
and dialogue with government.

Expected Output.
The following's are output of consultancy that Oxfam in Indonesia
expected:
· Capacity building for fisherfolk to promote awareness on
government protection in current national law on protection and
empowerment of fisherfolk;
· Policy dialogue with local government in NTT to raise commitment
to implement promotion of fisherfolk protection into local level.

Schedule.
The consultancy is expected to be accomplished in three months, started on
4th week of March – 4th week of June 2018.

Deliverables.
The consultancy should be documented in a report with requirements as
follows:
· Minutes of meeting on lobby and dialogue with local government;
· Report process on capacity building to fisherfolk in NTT

Skills & Qualifications
The consultant, individual or a team, should has excellent portfolio in
conducting community development sector, particularly influencing project.
The consultant should have excellent knowledge and practice experience in
capacity building for community. The consultant should have the following
skills and competencies:
1. Experience on capacity building for community on development
projects;
2. Expert in research skill, both quantitative and qualitative
methods;
3. Experience of working with fisherfolks;
4. Strong lobby, dialogue and influencing project.
5. Personal commitment, efficiency and flexibility;
6. Ability to respond to comments and questions in a timely,
appropriate manner;
Excellent language skills, both English and Indonesian

collection and administrative costs.
