Background
UCLG ASPAC is the largest regional section of United Cities and Local
Governments (UCLG), an amalgamation of International Union of Local Authorities
(IULA), United Towns Organization (UTO), and World Association of the Major
Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is
headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was
established in Taipei on 14 April 2004, as the new entity of IULA ASPAC. UCLG
ASPAC is the key knowledge management hub on local government issues in the
Asia Pacific region.
UCLG ASPAC’s mission is to promote strong
and effective democratic local self-government throughout the region/world by
fostering unity and cooperation among members. To ensure the effective
political representation of local government to the UN and other international
communities. To be the worldwide source of key information on local government,
learning, exchange, and capacity building to support democratic local
governments and their associations. To promote economic, social, cultural,
vocational and environmental development by enhancing the services to the
citizens based on good governance. To promote race and gender equality,
combating discrimination, promoting decentralized cooperation and international
cooperation between local governments and their associations. To promote twinning
and partnership between local governments and peoples.
UCLG ASPAC in cooperation with Bill & Melinda Gates Foundation will
work together to strengthen local governments and their associations to design
and implement more effective policies in addressing one of the urban conundrums
– sanitation. The Sanitation Project is aligned with Bill & Melinda Gates
Water, Sanitation and Hygiene Program which recognizes severe impact of
untreated waste on locals’ health and the environment, particularly with the
booming population in developing cities. Sanitation is a shared problem between
developing countries in both social and geographical sense. Therefore, lesson learnt
from other successful implementations of Faecal Sludge Management (FSM),
Wastewater Policy and Institutional and Regulatory Framework is a central part
of the project.
The aim of the project is to generate government incentive to develop
national strategies to be implemented by local governments with capacity
training support from UCLG ASPAC. The goal of the project is that local governments
and their associations be able to design and implement robust and effective
policies to address sanitation issues and develop sustainable financing
strategies from municipal financing options, bilateral donors and development
banks. This 3-year project entitled “Municipality
Network for Sanitation Policy and Advocacy in South Asia” will be
implemented in two countries, Nepal and Bangladesh.
UCLG ASPAC is looking for a qualified candidate to fill in the post of
Project Manager. The post
will be hired for 1 (one) year period with possibility of extension, based on
performance, s/he will be placed at UCLG ASPAC Secretariat Office in Jakarta
and have intensive traveling to Bangladesh and Nepal. The Post is assigned to take
the responsibility to ensure effective and efficient day-to-day project
implementation, including all substantive and administrative aspects and to cover
the functioning of the project from the beginning to the end including project
inception activities, annual and quarterly planning and reporting, and
implementation of project activities, project reviews, and project closure. S/he
shall coordinate and work closely with the Specialists, Coordinators and
Officers of the project. The post will report directly to the Secretary
General.
Objective and goal:
- To oversee the implementation of the project;
- To be responsible for the deliverable project objectives within time, resources and budget constraints and in line with the strategy, mission, culture and ethics of the organisation;
- To ensure well-coordination with donor and partner agencies and beneficiaries and related institutions;
- To identify the project issues, innovative solutions and approaches;
- To lead the project team with positive motivation and energising the internal talent;
- To take part in promoting UCLG ASPAC.
The Project Manager will be supervised by Head of the Strategic
Services and Programme Division of UCLG ASPAC, and supported by relevant managers and/or
coordinators/officers. S/he will undertake the following tasks:
A.
Managerial duties:
1.
Manage and coordinate project activities,
from substantive, administrative and financial points of view, applying
strategic planning and systematic coordination of project activities;
2.
Manage day-to-day project implementation
and overall coordination of project outcomes;
3.
Provide direction and leadership in
advocating project objectives and in ensuring that all interested parties are
well informed about the project activities and goals;
4.
Identify any support and advice required
for the management, planning and control of the project;
5.
Ensure timely preparation and compilation
of the project monthly, quarterly and annual work plan and progress/final
substantial and financial reports;
6.
Prepare monthly reports on key projects
activities, issues and required action points required by other Division of
UCLG ASPAC;
7.
Ensure the quality of outputs and results
with optimal monitoring mechanism, establish effective coordination,
monitoring, information sharing and reporting systems;
8.
Manage project administrative, monitor
financial resources and accounting to ensure accuracy and reliability of
financial reports;
9.
Perform any other duties as
required from time-to-time as assigned by the Secretary General.
B... Functional
Duties
1.
Ensure proper professional
relationships with relevant national and international partner agencies,
relevant developing programmes/projects;
2.
Establish and maintain
relationships and act as the key focal point with donor agencies to ensure that
all programming, financial and administrative matters related to the Project
are transparently, expediently and effectively managed;
3.
Oversee the financial management of the
project in consultation with the Secretary General;
4..
Produce contract agreements
with local governments associations and technical partner(s);
5.
Review and revise the project
proposal, result framework and budget and to ensure that the plans are
achievable within time and budget with effective use of resources;
6.
Regularly review and track
the project progress and take corrective action where required;
7.
Build
strategic partnerships by maintaining a network of contacts;
8.
Ensure financial procedures followed as
requested by the donor agency;
9.
Ensure establishment and
maintenance of proper electronic and paper filing systems;
10. Facilitate and corporate with audit processes at all
time as required;
11. Organise and oversee any missions set during the
period of the project;
12. Develop and maintain a database of the project as well
as database of project stakeholders and beneficiaries.
Qualifications:
v Education:
-
Preferable Master’s degree in Management, International
Development, Urban Planning, Environmental Studies, Social Sciences, Public Administration,
Public Health and/or related fields;
v Experience:
-
Have a minimum of 10 (ten) years of professional experience in project
development and management, capacity development and
local governments’ advocacy, and working in a similar position in
an NGO and/or an International Organization/National Corporation;

Have at least 5
years’ experience in managing projects
funded by international agencies
or development partners;
-
Have experience
in planning and managing project budgets and plans;
-
Have experience
in working on sanitation issue with national and local governments in Asia
Pacific is a plus
-
Having
experience/knowledge in municipal financing is a plus;

Have experience
in managing teams and in providing leadership;
-
Have experience
in working in an international environment, respecting different cultures and
nationalities.

Fluency in
written and spoken in English and preferable in Bahasa Indonesia.

Non-Sewerage System;

required by the donor agency.
