Vacancy RTI - KSI: Subnational CLN Senior Coordinator

 
The Knowledge Sector Initiative (KSI) is a joint initiative of the Government of Indonesia and Australia (through the Department of Foreign Affairs and Trade - DFAT) designed as a unique and holistic approach to support Indonesia's stakeholders promote evidence based policy making. In the first phase of KSI, the focus was on building capacity, relationships, networks and systems as key knowledge sector assets for strengthening policy making in Indonesia.
 
Now entering its second phase (2017-2022), the team will consolidate, mobilise and expand these assets to produce, communicate and utilise quality data and knowledge across Indonesia's policy cycle at both national and subnational levels.  It will also work across a range of DFAT programs in exchanging and amplifying tools and knowledge for policy produced by these programs.
 
RTI International as the managing contractor for this program is in search of highly qualified and enthusiastic, experienced candidates to fill the position of: 
 
Subnational CLN Senior Coordinator
(Jakarta)
 
The Subnational CLN (Change Leadership Network) Senior Coordinator (SCSC) is a key role in facilitating strategic partners (i.e. Policy Research Institutes [PRIs], professional associations such as the Indonesian Policy Analysts Association [AAKI], Indonesian Regional Science Association [IRSA], etc.) who are working with actors and institutions at the Subnational level continue to develop and expand their influences to promote the use of evidence in the policy process contributing to more effective policy formulation, implementation and evaluation in addressing poverty and promoting economic growth.
 
Essential duties and responsibilities:
  • Working under the coordination of the Policy and Innovation Development (PID) Lead, the SCSC will work together with the Enabling Environment Senior Coordinator and National CLN Senior Coordinator to provide evidence-based policy recommendations to actors and institutions involved in the reform agendas;
  • Mapping strategic partners who work with actors and institutions at the Subnational level;
  • Coordinates and facilitates to support strategic partners at the Subnational level in establishing and maintaining their reform agenda;
  • Facilitate strategic partners who working at the Subnational level to develop institutional partnerships with regional PRIs or regional universities, and link them to other Australian aid programs;
  • Coordinates with strategic partners on the needs of evidence to establish knowledge sector at the Subnational level;
  • Act as conveners and critical friends to strategic partners who working at the Subnational level in identifying the best-available and credible evidence required to develop reform design, policy recommendations, and strategy for reform implementation;
  • Commission exploratory work to identify potential investments in strengthening the knowledge sector at the Subnational level, particularly outside of Java;
  • Commission Political Economy Analysis in identifying the challenges / blockages and opportunities to inform strategies for CLNs in establishing and maintaining reform agendas with the GoI;
  • Continues to identify the right actors and institutions in order to develop CLNs at the Subnational level;
  • Ensure results from CLN activities on the use of evidence are captured, analysed and disseminated to inform KSI, and evolve strategy, directions and decisions;
  • Identify policy priorities across CLNs and links to DFAT's portfolio of aid investments to support amplifying evidence as a policy input to GoI;
  • Work collaboratively with the Performance, Monitoring and Evaluation Team to supply performance information and to identify key learning.
  • Coordinate report and update information on KSI’s engagement at sub national level on regular basis.
 
Requirements:
Master’s degree and a minimum of 9 years of experience or a Bachelor Degree and 12 years of experience in management, communications, knowledge management, business administration, international development, public policy, social policy research, or a related field.                            
                                                        
Skills & Abilities:
  • At least 8 years working on large donor (or other) funded programs in a program management, communications, research or knowledge management role, and proven capacity to work in a matrix compliance oriented organization at the Subnational level; Work experience in outside Java is an advantage.
  • Demonstrated ability to effectively broker, collaborate and build strong networking relationships with a variety of stakeholders and research institutions at Subnational level to promote evidence-based policy making;
  • Experience working with GoI policy makers and supporting highly productive and functional networks involving government officials and other key stakeholders at the Subnational level;
  • Ability to engage proactively with policy makers with the sound understanding in thinking and working politically;
  • Ability to communicate effectively and cross-culturally with pivotal actors involved in the policy making level at Subnational level;
  • Sound experience conducting political economy analysis, stakeholder network analysis, and institutional capacity assessment;
  • Excellent presentation, communication and inter-personal / cross-cultural skills;
  • Ability to work well within a team and to work effectively with government and non-government stakeholders;
  • Ability to analyze, plan and develop appropriate responses to complex situations and highly developed problem solving skills;
  • Highly advanced English writing skills and Bahasa Indonesia speaking and writing skills.
