The
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an
international cooperation enterprise for sustainable development with worldwide
operations. Its corporate objective is to improve people’s living conditions on
a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of
the German Federal Ministry for Economic Cooperation and Development (BMZ).
In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, the Social Protection Programme (SPP) assists the Government of Indonesia in the development of long term strategies for a comprehensive system of Social Protection. The National Development Planning Agency (BAPPENAS) is its main partner. The collaboration has been reinforced and strengthened during the German-Indonesian Government Negotiations in 2015. SPP will enter a new phase in July 2016 and is part of the priority area “Inclusive Growth”.
SPP aims at improving the framework conditions for the implementation of an integrated social protection system with a view to contributing to the efforts of the Indonesian Government for sustainable and inclusive economic growth. The programme works in the following intervention areas: (1) In the area of Social Assistance/ Basic Social Protection: capacity building for the Ministry of Social Affairs (MoSA) / Unit Pengelolaan Program Keluarga Harapan (UPPKH) to establish adequate managerial structures and improve the extension of the Conditional Cash Transfer (CCT) programme; (2) In the area of Social Security (with a focus on Social Health Protection): Capacity building and technical support for Dewan Jaminan Sosial Nasional (DJSN) to strengthen its role in the implementation of the National Roadmap on Health and the establishment of the new social security carrier Badan Penyelenggara Jaminan Sosial I (BPJS I, Health); (3) In the area of disability: Support to BAPPENAS, MoSA and other stakeholders on the inclusion of persons with disabilities into social protection, vocational training systems and the labour market; (4) In the area of Financial Inclusion: Advisory services and technical support to BAPPENAS and other stakeholders on the establishment of Postal Savings and electronic payment systems.

Liaison
for Inclusion of Person with Disability (PwD)
Responsibilities and Tasks
The
Incumbent will work closely with the Advisor of the Intervention Area “Persons with Disabilities”. S/he will
be responsible for following tasks:
A.
Liaison
- Support the Social Protection Programme and Ministry of Social Affairs in liaison activities with relevant stakeholders, such as sectoral ministries, social security carriers (BPJS Ketenagakerjaan, BAPPENAS, the Office of President (KSP), Civil Society organization on PwD, local government and private sector;
- Liaise between Social Protection Programme and its main partners, such as BAPPENAS and the Office of President in all matters related to the inclusion of person disabilities implementation especially in communicating of the process and result during the preparation of draft of Government Regulation (Rancangan Peraturan Pemerintah/RPP) for the Social Protection benefits of PwD;
- Assist the expert of Person with Disability in day to day implementation and performs additional duties at the request of the Principal Advisor;
- Provide ongoing updates to Principal Advisor and Advisor of PwD to ensure effective information flows between each of the partners concerning all activities and developments in the field of inclusion of PwD;
- Monitor the establishment of National Committee of Disability (KND) including its strategic communication;
- Maintain the communication and exchange platform between Social Protection Programme expert and expert team of BAPPENAS on the development of master plan for PwD (Rencana Induk PwD);
- Support the Social Protection Programme to plan and coordinate joint meetings, workshops, conferences, field trips and other relevant activities in the area of inclusion person with disabilities by applying organizational development tools and procedures;
- All activities supported by Social Protection Programme will be conducted in close collaboration with Social Protection Programme Administrative Unit and with support of the staff from the respective partner agencies;
- Keeps the Social Protection Programme team informed about relevant developments related to the PwD’s activities implementation especially on the topic of RPP, KND and Rencana Induk).
B.
Communication and Socialization and
mainstreaming of PwD:
- Assists Social Protection Programme for public relation (PR) activities, such as the design, production and dissemination of reports, factsheets and other PR products on the inclusion person with disability (PwD);
- Keeps track of important political developments in the context of Social Protection Reform and inclusion agenda and sends relevant information to Social Protection Programme and its’ partners;
- Contributes to the development of a national communication strategy on mainstreaming of PwD in Indonesia, if required;
- Assists with proofreading/translations of documents, if required;
- Assists the programme specifically with regards to PwD mainstreaming and PwD related socialization events.
Required qualifications, skills, competences
and experience
General
requirements:
- Indonesian citizenship;
- Bachelor degree in management and administrative, communication and public relation, psychology, economics, social policy, and or related fields;
- Fluency in written and spoken English.
Professional
experience required:
- Familiar with social protection intervention and inclusion with at least 6 years relevant experiences of working in those related field;
- Experience in cooperation and supporting of people with disabilities (sensory, physical, mental, intellectual);
- Demonstrated ability to develop and maintain sound working relationship with stakeholders and/or dialogue partners from government, private sector, academia, and civil society;
- Expertise and work experience on communication, facilitation and event management;
- Proven qualification to provide high-quality advice on politically sensitive issues and to draft a publication in Bahasa Indonesia and English;
- Good understanding of disability, social protection, (the design and implementation of) public policy related to the inclusion and its development in Indonesia;
- Ability to work independently/ with minimum supervision and in an international working environment.
- Ability to operate ITC technologies and computer applications (particularly MS Office);
