In the framework of the bilateral Government Negotiations between the Republic of Indonesia and the Federal Republic of Germany in July 2017 in Jakarta, both sides agreed to jointly assess options for a potential cooperation in the framework of planning and monitoring the Sustainable Development Goals (SDGs) in Indonesia.
Based on this mutual understanding, GIZ prepared a designated project proposal in close cooperation with BAPPENAS and submitted it to the German Ministry of Economic Cooperation and Development, BMZ. After thorough evaluation BMZ commissioned GIZ with the implementation of the project "Support for the National Road Map 2030 und Regional Action Plans for Planning and Monitoring the SDGs”, hereinafter called “the Project”.
The project will foresee the following area s of assistance:
a. formulating the National Roadmap of the 2030 Agenda for Sustainable Development in Indonesia within the four conceptual pillars, i.e. Economy, Social, Environment, Law and Governance;
b. facilitating several Indonesian regions in establishing Multi-Actor Partnership and formulating Regional Action Plans; ( West Sumatera, Gorontalo, North Kalimantan and East Nusa Tenggara)
c. designing and strengthening the monitoring and evaluation concept for SDGs implementation in Indonesia, as well as knowledge management related to lessons learned from the implemented project(s);
GIZ is seeking one (1) qualified Indonesian candidate for the following position:

GIZ is seeking one (1) qualified Indonesian candidate for the following position:
Provincial Advisor, East Nusa Tenggara Province
Responsibility
In this context, the position includes, but is not limited
to the following tasks:
- Managing relations with East Nusa Tenggara Province and districts regarding SDGs in East Nusa Tenggara, including maintaining close links and networks with district and provincial government officials and non-state actors, and ensuring that the goals of SDGs are well understood;
- Building and maintaining keep close communication and good relationship with all actors involved;
- Supporting assigned staff from provincial and districts governments to take leadership actions related to the development of mechanisms on SDGs program;
- Supporting the steering and accompany all processes related to the SDGs and dissemination of the SDGs-program in East Nusa Tenggara;
- Providing technical advice on SDGs matters for Provincial Government East Nusa Tenggara, especially BAPPEDA, non-state actors on establishing multi actors partnership and preparing the Provincial Action Plan;
- Building and maintaining synergies with the SDG-Secretariat and other actors at the national level;
- Providing final editing and proof reading of SDG products where necessary.
- Ensuring project implementation, ensuring timely provision of deliverables, controlling quality, facilitating and coordinating with the provincial SDG Secretariat and national SDGs Secretariat Bappenas;
- Maintaining regular and close communication with GIZ SDGs Project team in Jakarta;
- Support the GIZ Principal Advisor in preparing reports to provincial level, SDG-Secretariat, the German Ministry of Economic Cooperation and Development, GIZ and to other organizations, if required.
The incumbent must demonstrate high level of
self-organization, strong client and partner orientation, efficient work
practices, good communication skills, interdisciplinary and systemic thinking
as well as strong team-orientation.
WORK PROCESS REQUIRED
Output or deliverables of this assignment will be as follows:
1)
Agreed
upon Action Work Plan is implemented.
2)
Notes
for each activity in East Nusa Tenggara are conducted.
3)
Completed
documents needed for administrative and financial aspects are available.
4)
Supporting
documents for M&E requirement are collected.
To conduct the tasks, the
advisor is
expected to travel within the province, to conduct regular visits to the SDG Secretariat SDGs and the GIZ
SDG project office and to participate at trainings, workshops, conferences etc.
as required.
Required qualifications,
competences and experience
Qualifications
·
Master in Public
Administration,
Development Studies, Social Sciences, Economics, Business Administration or
another related field;
Professional experience
- At least 10 years of professional experience, with at least 8 years professional experience in a comparable position;
- Relevant experience in working with local government institutions in East Nusa Tenggara will be advantage and plus point;
- Strong understanding of governance and public service structures in East Nusa Tenggara;
- Strong communication and advocacy skills;
- Experience working in inter-sectoral contexts;
- Good working knowledge of modern communication systems and basic principles of knowledge management;
Other knowledge,
additional competences
- Excellent analytical and writing skills;
- Good interpersonal and organizational skills;
- Ability to travel and work independently;
- Advanced in MS Office skills;
- Proficient in English both oral & written will be a strong advantage.
- Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
