1.
Background
Since 2014, Hivos Southeast Asia has been
implementing a Making Markets Work for the Poor (M4P) project in collaboration
with DFAT-funded Australia-Indonesia Partnership for Promoting Rural Income
through Support for Markets in Agriculture (AIP-PRISMA) program. The project,
entitled “Support Commercial Pig Rearing in Nusa Tenggara Timur” is implemented
in Flores and Sumba in partnership with private sector entities, civil society
organizations, and individual farmers. The objective of project is to increase
pig farmer income by improving and incentivizing productivity. This will be
achieved by addressing several constraints on farmers’ efficient participation
in the market, namely; facilitating farmer access to finance; increasing the
speed at which pig can raised via the introduction of service provider for
fodder, extension services, commercial aggregation and processing; and
developing retail, wholesale and export potential in NTT.
This year Hivos recruits new field staffs in
various positions to accelerate the ongoing progress for higher target, one of
the vacant position is Field Admin and Finance Officer. Under the direct
supervision of Program Manager, the officer will be responsible to manage
overall day-to-day administrative and financial tasks and reports in compliance
with Hivos’ and donor’s guidelines.
S/he has the core responsibility to support
field project team by maintaining the administration and financial flow,
controlling and reporting financial and administration documents to Hivos
Jakarta office regularly. S/he is also in charge to assist the field project
team overseeing the project to be delivered with partners and relevant
stakeholders as well as ensuring the compliance towards donor requirements. The
Admin and Finance Assistant reports to Project Manager and coordinates closely
with Jakarta-based Finance Officers and Project Officer.
2. Scope of Work
1.
To
control and monitor budget spending of field staff to ensure fund availability
every month
2.
To
regularly assess and ensure the completeness of field staff’s and partner’s (if
any) requested advance and liquidation fund report
3.
To
provide Jakarta-based Finance Officer with complete document for budget
liquidation, financial report and audit on a timely basis in compliance with
Hivos’ and donor’s financial guideline
4.
To
verify all office equipment are procured, registered and handed over in
accordance with donor requirement
5.
To
provide and ensure all administrative necessary and logistic such as monthly
time sheet, hotel booking, etc to the team related to the program
6.
To
arrange and manage meeting and/or event led by Hivos in field in relation
with project implementation and prepare
Minutes of Meeting (MoM) during coordination meeting
7.
To
ensure all financial, administrative and other relevant documents are stored, well-maintained and regularly
backed up
8.
To
draft and maintain contractual document for third parties (including but not
limited to consultant and vendor) in soft copy and hard copy in compliance with
Hivos’ and donor’s standard
9.
To
provide advices on administrative and financial matter related to the projects.
3. Knowledge and experiences :
• Bachelor degree in accounting, finance or
related fields
• Have minimum 2 year work experience in
managing financial and administrative of project
• Very good in accounting and working with
external parties
• Preferably have experience within the
international NGO with skill on project management
• Good English skill (writing and speaking)
will be a good feature
• Having respect for humanitarian or
humanist principles and willing to work in a non- discriminating, neutral,
impartial and gender equal environment.
