Background
Hivos is an international organisation
based in the Netherland that seeks new solutions to persistent global issues.
With smart projects in the right places, we oppose discrimination, inequality
and the unsustainable use of our planet’s resources.
Sumba Iconic Island (SII) is an initiative
that was initiated by Hivos and Ministry of Energy and Mineral Resources (MEMR)
in 2010, which then formalized through Minister of Ministry of Energy and
Mineral Resources (MEMR) Decree No. 3051K/30/MEM/2015 dated June 1st
2015. The initiative recognized that it takes multi-actors collaboration to
ensure energy access for all population through 100% renewable energy by 2025.
Therefore, multi-actors/multi- stakeholders approach was used to achieve the
objectives of Sumba Iconic Island. Since it was started, SII has increased
Sumba’s electrification ratio up to 42 %[1]
in 2015 from 2010’s electrification ratio of 24%.
After over than 7 years, Sumba Iconic Island
still continues as a multi-actors initiative, where Government, private sector,
local CSOs, as well as international NGOs and international donors, contribute.
Sumba Iconic Island contains a lot of local learnings, that can contribute to
other inhabited islands in Indonesia. Therefore, such kind of learning needs to
be replicated and customized to accommodate the needs of other islands. During
the implementation, several new regulations were issued, that lead to more
challenges in achieving Sumba Iconic Island objectives. Any possible impacts of
these regulations to Sumba’s objectives realization, need to be identified and
projected, to anticipate the unwanted long-term results of Sumba Iconic Island.[2] This can be done through
identifying the causal-effect relations between elements in the existing
structure of Sumba Iconic Island. Hivos therefore, chooses system dynamic to
present the existing causal-effect relations between elements in the structure
of Sumba Iconic Island.
The research is expected to provide inputs on
how to accelerate the realization of Sumba Iconic Island objectives, and at the
same time, the research shall provide inputs on how to replicate Sumba Iconic
Island to other inhabited islands in Indonesia.
The timeframe for this study is 6 (six)
months, including data collection, building the model, required focus group
discussions, interviews (if necessary), and report writing. The research is
expected to start in May 2018 to October 2018.
The outputs expected from the
consultant, are:
- Causal-loop diagram of the system that will be analyzed
- System dynamic model
- Analysis of the model including building the scenarios
- Report in Bahasa Indonesia, with bilingual Executive Summary
- Introduction to system thinking for people in Hivos (including Sumba office)
- Several presentations that may be necessary
The minimum requirements for the
consultant are:
- Experience of 8 years in developing system dynamic model
- Understand the issue of energy in the context of development
- Have experiences in working with various stakeholders both at local and national level
- Have experiences to provide trainings on system thinking and system dynamic model
The consultant shall report to
Regional Advocacy Officer Green and Inclusive Energy, and may require to
present the initial/progress findings to Sumba Iconic Island (SII) team.
