A..   Duties and Responsibilities 
The National Project Officer reports to the Director of the ILO Jakarta Office and works closely with the National Programme Officer on Social Protection and the Asia Regional Facilitator of GED/ILOAIDS in Geneva to develop and implement an HIV, AIDS and TB related programme with a strong gender component for Indonesia.

  1. Implement ILO Jakarta’s work plan on HIV and AIDS in the world of work and provide input into office level planning to ensure inclusion of HIV and AIDS work within relevant ILO Programme and Budget outcomes and linking to office Decent Work Country Program and to the strategy of the Joint United Nations Programme on HIV/AIDS (UNAIDS).
  2. Liaise with ILO’s tripartite partners, and other local stakeholders on HIV and AIDS and other implementing agencies to ensure that HIV, AIDS and TB related programme and project activities are carried out at all levels according to agreed work plans and take corrective action where necessary. 
  3. Ensure ILO programme activities at the country level reflect the linkage with the other national structures and frameworks- UN Joint Team, UN Thematic Group on HIV, AIDS or TB, the UNDAF, the joint UN annual work plan, the Global Fund (GFATM) mechanism, the National AIDS Committee or Programme and the National TB Programme. Ensure timely financial delivery on budget allocations and financial commitments (EPAs) for approved activities, in strict compliance with ILO administrative and financial rules and procedures.
  4. Review and analyse country specific development plans and priorities, epidemiological data, HIV, AIDS and TB program reports and other relevant information; to keep abreast of evolving priorities and events, identify potential development cooperation project areas related to HIV, AIDS and TB, that are consistent with ILO comparative advantages and partner interest and capacity.
  5. Prepare briefs, periodic reports and statistics on the programme and project activities related to HIV, AIDS and TB including the ILO VCT@Work initiative.
  6. Review, verify, analyse and provide feedback on reports and other information for technical accuracy of content and clarity, consistency and completeness;
  7. Represent the office in meetings organized by the National AIDS Commission, UNAIDS, the GFTAM CCM Technical Working Group, ILO tripartite constituents and counterparts related to HIV, AIDS and TB and other relevant consultations, to ensure dissemination of information and delivery of ILO’s programme and work plan.
  8. Actively engage in resource mobilization and partnership development for HIV and AIDS response at the country level in line with the Decent Work Country Programme. This includes the following regular outputs: identify priority needs for resource mobilization and partnerships; draft project proposals; prospect and liaise with donor representatives and potential local partners; regularly report on deliverables to the country office and GED-ILOAIDS.
  9. Share relevant HIV, AIDS and TB knowledge with colleagues and ILO counterparts, donors and the media to increase awareness of the world of work HIV response in Indonesia.
  10. Assemble and analyze data relevant for planning and negotiation of programme/project activities, consider various approaches and alternative methods in project design, management, problem definition and problem resolution relating to HIV, AIDS and TB, in particular,  develop HIV, AIDS and TB pipeline proposals in coordination with concerned ILO programmes/ projects.
  11. Brief ILO specialists, project experts, junior professional officers and visiting officials and provide relevant information on HIV, AIDS and TB matters relevant to the world of work.
  12. Undertake missions to project sites where relevant to HIV, AIDS and TB related activities
  13. Identify national experts available as consultants or resource persons for research, advocacy and capacity building initiatives relevant to HIV, AIDS and TB.
  14. Perform other duties as may be assigned by the Director of ILO, Jakarta country office and GED/ILOAIDS in Geneva.

B.  Experience and qualifications
Education – First level university degree in public health, development studies, labour economics, labour law, human rights, or social sciences. A higher-level degree would be an advantage..

Experience - At least one to two years of professional experience at the national level relating to HIV, AIDS, TB or relevant area. United Nations experience would be an advantage.

Languages - Excellent command of English and Indonesian

C. Required Competencies and Skills

Thematic Technical Skills
  • Substantive understanding of and experience in the field of HIV, AIDS and TB in Indonesia.
  • Comprehensive understanding of and experience in gender equality and non-discrimination and the role of discrimination (including violence) in generating vulnerabilities and the spread of HIV, AIDS or TB.
  • Knowledge of ILO HIV, AIDS and TB focus and programming, understanding of programming/project sectors target groups, e.g. for HIV prevention in the work place,  people living with HIV or AIDS, indigenous peoples or migrant workers.
  • Demonstrated experience in project proposal development

Programme management /analytical skill
  • Thorough knowledge of programme planning, implementation and evaluation principles, practices and procedures. 
  • Ability to interpret statistics, identify and analyze problems with project implementation
  • Good drafting skills in both English and Indonesian and demonstrated ability to prepare reports and presentations. 
  • Ability to make sound and fair judgments based on available information. 
  • Shares knowledge – Shares important or relevant knowledge and information formally (E.g. workshops, seminars) or informally (e.g. conversations with colleagues); promotes knowledge transfer. 

Organizational and Leadership Skill
  • Ability to work under pressure with minimum supervision. 
  • Ability to work in a team and to motivate staff. 
  • Good organizational skills and able to deal with a broad range of staff and to respond to their queries.
  • Demonstrate a high level of commitment and responsibility towards completing assignments efficiently, accurately and in a timely manner.
  • Excellent time management skills. 
  • Strong communication skills with people from diverse cultural background and nationalities
  • Display high standards of ethical conduct. 

Communication Skills
  • Ability to communicate effectively both orally and in writing and demonstrated presentation skills. 
  • Demonstrated ability to work and communicate with people in a polite, courteous and cooperative manner.
