Project Overview
LINKAGES
(Linkages across the Continuum of HIV Services for Key Populations
Affected by HIV Project) is a five-year cooperative agreement led by FHI
360 and funded by the U.S. President's Emergency Plan for AIDS Relief
(PEPFAR). Pact, along with IntraHealth International and the University
of North Carolina at Chapel Hill, are partnering with FHI 360 to conduct
a range of activities to reduce HIV transmission among key populations,
including female sex workers (FSW), Men Who Have Sex With Men (MSM) and
People Who Inject Drugs (PWID), and to improve their enrollment and
retention in HIV care and treatment. Pact supports the LINKAGES project
to strengthen the technical and organizational capacity of CSOs and
provide capacity development support through provision of direct
technical assistance as well as through South to South mentoring. The
project is implemented in Jakarta and Papua.
Position Purpose
Reporting
to the Deputy Country Representative (or her delegate), the Sr.
Partnership Engagement Coordinator will be responsible for coordinating
LINKAGES activities with other stakeholders across Papua, including
government, CSOs, other international donors, and other international
implementing partners. The Sr. Partnership Engagement Officer plays a
key role in coordinating LINKAGES technical areas including clinical
services, community-based services, partner organizational and technical
capacity development, and monitoring and evaluation. The Officer
collects, collates and prioritizes requests for technical assistance
across the LINKAGES Papua response.
Key Responsibilities
- Coordinating and leading stakeholders engagement across Papua
- Conduct stakeholder mapping in Papua. Maintain up to date contacts and relationships with key stakeholders engaged in the HIV/AIDS response in the province.
- Support the development of and oversee the partnership engagement strategy in Papua.
- Curate LINKAGES’ team work across technical areas including clinical services, community-based services, organizational and technical capacity development of partners, and monitoring and evaluation.
- Collaborate with the Capacity Development Officer to identify opportunities for South – to – South mentoring and learning among civil society and government.
- Working across the LINKAGES technical teams, identify areas of the project and / or local partners (clinics, CSOs, DACs, and PAC) where technical assistance is needed. Prioritize areas of technical assistance, draft technical assistance scopes of work, and collaborate with the Administration / Operations team for recruitment of short term technical assistance.
- Support networking and collaboration among LINKAGES’ CSO and clinical partners.
- Support research activities including the political economy analysis, network analysis using social network analysis tools, and other research.
- Contribute to the development of annual work plans and project reports and write activity reports.
- Develop tools, job aids, modules, monitoring and measurement documents as needed.
- Prepare activity budgets and support capacity development activity logistics.
- Lead and coordinate Papua’s team
- Travel frequently within Indonesia.
- Perform other duties as assigned.
Basic Requirements
- Undergraduate degree in Public Health, Public Policy, Communications, Community Development or other relevant field.
- Minimum of 7 years of experience in successful partnership engagement strategy development, implementation and oversight in Indonesia.
- Demonstrated experience in coordinating a multi-partner response, including managing partnerships with USAID, other donors, GoI (i..e. PAC, DAC, clinics), and civil society.
- Experience working in HIV/AIDS programming.
- Experienced in developing requests for technical assistance, overseeing consultants, and supporting logistics related to technical assistance.
- Demonstrated experience in research, including leading focus group discussions, key informant interviews, surveys, and assessments.
- Fluency in Bahasa and English.
- Ability to travel frequently.
Preferred Qualifications
- Experience working with key populations including FSW, PWID, and MSM.
- Experience working with mobile platforms for data collection and analysis (i.e. CommCare, Magpi)
- Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations.
- Experience working in Papua.
- Experience in capacity development of outreach workers, public clinics and or CSOs.
