REQUEST FOR PROPOSAL
 
Job Title                  : Consultancy Services for The Production Of Book On The Performance Of Indonesia
                  SSC (Penyusunan Buku Rekam Jejak Kerjasama Selatan – Selatan Indonesia)
Initial Duration       : May – November 2018 (7 months)
Project                    : US-Indonesia Partnership for South-South and Triangular Cooperation 


1.              Background

USAID through the USIP 1 for SSTC project supports the Working Group 3 of the NCT for SSC in the production of the Book on the Performance of Indonesia SSC. The book is expected to be the complete, accurate, official reference for Indonesia SSC program managers, stakeholders (development partners, academics, private sector, and CSOs), beneficiary countries, friendly nations, and public at large in studying and appreciating the development of Indonesia’s South-South development cooperation forums.   
 
2.              Objectives

The production of the Book on the Performance of Indonesia SSC has the following objectives:
 
1.     To describe the complete history of the development of Indonesia SSC activities from 1950 to date by including an overview of SSC activities data.
2..     To disseminate information on the development and activities of Indonesia SSC to the public. Specifically, this book will contain the history, development, achievements, and contributions of Indonesia SSC which are divided into several periods.
3.     To improve the understanding and appreciation of Indonesia SSC among domestic and foreign public.
4.     To be the communication medium or promotional and publication kit of Indonesia SSC for relevant stakeholders, such as technical implementing ministries/agencies, beneficiary countries of Indonesia’s assistance, non-state actors, centers of excellence, development partners, and public at large.
5.     To be a reference book for academics and education insitutions.
6.     To provide accurate data of Indonesia SSC in an interesting format.

 
3.              Expected Results
 
As agreed by the parties concerned (the NCT and USIP 1-USAID), this activity is expected to produce material for promotion and publication that satisfies the following criteria:
1.   Containing information on the history, development, and achievements of Indonesia SSC in each significant period of Indonesian history.
2.   Utilizing interesting and effective journalistic language, thus allowing the stakeholders to easily understand the information in accordance with the Indonesia SSC communication strategy.
3.   Utilizing layout and design elements which attract readers’ attention.
4.   Providing an idea of the implementation of SSC activities for the NCT for SSC, technical implementing ministries/agencies, beneficiary countries of Indonesia’s assistance, non-state actors, centers of excellence, and development partners.
5.   Providing a projection of Indonesia SSC development in the future.
6.   Featuring pictures of the actors and implementation of Indonesia SSC activities.
7.   Presented bilingually in Indonesian and English.
8.   Subjected to language and layout editing process utilizing professional service.
  
4.             Expected Qualifications of Authors

       Required qualifications for the consultancy services for the authorship and production of the Book on the Performance of Indonesia SSC are as follows:
 
Work Competences
·       Good integrity
·       Awareness of the vision, mission, and strategic objectives of the Government of Indonesia
 
Functional Qualifications and Competences 
·   Good understanding of South-South Cooperation 
·   Experience in conducting studies on Indonesia SSC or making press release on international   
    cooperation or similar topics in Indonesian and English
·   Experience as author of similar types of books, such as history book and the like. Wide circulation of 
  the book is a plus.
·   Mastering and understanding the requested scope of work, which should be reflected in the 
  consultant’s proposal (proposed method of writing and layout of the matrix of Indonesia SSC 
  activities according to the designated periods)
·  The appointed lead author preferably has good understanding of Indonesia SSC issues.
·   Extensive network with the Government of Indonesia, development partners, SSC partner 
      ministries/agencies, non-state actors, and beneficiary countries of Indonesia SSC.
·   Extensive network and experience in working with publishing and printing companies, editors, and 
     professional native-speaking translators.
·   Experience in conducting research activities, including field data collection through survey and in-
  depth interview
 
5.        Period of Performance
Time allocated to perform the activities is seven months. Work is expected to begin in the third week of May 2018. 

6.        Reporting
The consultants will submit reports on the development of the book production to the Multilateral Policy Assessment and Development              Center (Pusat P2K Multilateral), Ministry of Foreign Affairs and USIP 1 according to mutually agreed timeline.

Performance of Indonesia SSC..” Following documents should be attached in the email:
·       Technical proposal detailing the team’s understanding about Indonesia SSC, the scope of work, proposed approach in the writing, information and data collection method, formatting, and other relevant aspects that show the team’s understanding of the expected work 
·        CV of each consultant (team leader and all members) which includes information on research experience
·       Writing samples (press release or book) in Indonesian and English
·       Proposed budget
·       Timeline of writing
