OVERVIEW
BIJAK have been supporting the DG of Natural Resources and Ecosystems Conservation (KSDAE) to create an integrated management information system (MIS) which facilitates data-driven decision-making. As part of this BIJAK will assist the Directorate of PIKA, to improve the data and information system of Conservation Area Potential (CAPIS). This will be used by PIKA to support the technical operation, management, and decision-making process in the management of the conservation areas. Use of the system is also expected to aid in identifying good practices of conservation areas that can be explored and replicated to other conservation areas.
In addition to the improvement of CAPIS, BIJAK will help link it to the KSDAE Conservation Data Collection Information System (SIDAK) and Situation Room (SITROOM) for an integrated management information systems (MIS).
The SIDAK database data is currently used as main database system to support the development of KSDAE Situation Room (SITROOM) executive decision dashboard which will enable high level officials of KSDAE to create required resort based management policies. Currently there is no real-time aggregation database data table link between SIDAK database and PIKA Conservation Area Potential System (CAPIS) database to support development of SITROOM.
The SITROOM will be used to support the technical operation, management, and decision-making process in the management of the conservation areas. Using the system is also expected that the good practices of conservation area will be identified and replicated to other conservation areas.

OBJECTIVE
·        Optimize the database table of PIKA CAPIS and creates aggregation real time link for existing conservation area inventory and the information of conservation area potency PIKA CAPIS to support KSDAE SIDAK database
·        Optimize the database table of PIKA CAPIS and creates required ArcGIS web based real time aggregation link with existing KSDAE SIDAK database

SPECIFIC TASKS AND RESPONSIBILITY
The Web and Database Programmer will work with DG KSDAE Secretariat, Especially the Data and Information Department, PIKA and BIJAK Team (Comp 1 and IT Officer) in the following activities:
·        Create changes on current existing CAPIS database tables, forms based on database flow analysis and design of management information system specialist proposed plan to make it aggregated with SIDAK database tables 
·        Creates real time ArcGIS web link data aggregation submission forms that connect SIDAK and CAPIS database tables
·        Creates required changes of user level access for CAPIS database
·        Mentor KSDAE technical counterparts on the system integration to ensure knowledge and skills transfer required for adequate future maintenance and system utilization.

DELIVERABLES

·        CAPIS database tables, design and layout adjusted accordingly to support the database aggregation process with SIDAK
·        Spatial and Non-Spatial information and connectivity exchange mechanism between Indonesia CAPIS and SIDAK present;
·        Technical handover report on the system integration and future maintenance guidance. This report will serve as a reference document for KSDAE staff tasked with using and maintaining the system after BIJAK concludes its assistance.

QUALIFICATIONS
·        Professional experience minimum of 3 years in working with website development. Working on website development of environmental conservation, or a related field will be an advantage;
·        Must be able to work with PHP, Code Igniter, Java framework, HTML&CSS design, SQL database development and Strong Code Igniter Framework Security background
·        Must be able to interpret Government of Indonesia agency policy, guidance and follow procedures accurately;
·        Demonstrated ability to play with high degree of diplomacy, consensus-building, teamwork, maturity, independence, and flexibility to effectively fulfill the responsibilities of the position and complexities of the position; and
·        University degree in information science will be preferred.
·        Domicile in Bogor area will be an advantage.
