Vacancy Announcement : Consultant for Social Protection, Labor and Jobs Global Practice (SPJ) at the World Bank Office Jakarta

PUBLIC SECTOR ACCOUNTING CONSULTANT VACANCY
 
The consultant will join the World Bank’s Social Protection and Jobs Global Practice (SPJ) team based in Jakarta to provide technical assistance to the Ministry of Social Affairs (MoSA) related to the social assistance programs PKH. Specifically, the consultant is expected to:

  1. Work closely with the Senior Financial Sector Specialist to support MoSA and PKH program teams to review the PKH benefit payment reporting system, define the accountability issues, recommend reporting standard and system for a government social assistance program.
  2. Work closely with the PKH team to improve the financial audit result of PKH from the Audit Board of the Republic Indonesia (Badan Pemeriksa Keuangan/BPK), including support to the PKH team during the financial audit of PKH 2017.
 
Selection Criteria
This position will be a local hire. It requires an individual with maturity, good judgment and the ability to work well within the Bank team and with government counterpart. The successful applicant shall meet the following qualifications:
·         Professional Experience:
  • Minimum 10 years of work experience preferably in accounting or financial audit in an accounting company/consultancy.
  • Minimum 5 years of experience working related with government accounting reporting system
·         Educational Qualification:
   Bachelors or Masters in Financial Management/Accounting/Auditing or equivalent.
 
Required Competencies
Technical Skills
  • Combination of audit/operational accounting experience and consultancy is ideal
  • Experience in developing reporting and accounting system
  • Strong understanding on financial management, information system and accounting system of public sector
In addition to the above, the candidate is required to have:
  • Excellent communication and presentation skills both oral and written;
  • Strong analytical and project management skills and leadership qualities;
  • Demonstrated high quality of written and verbal communication skills in Bahasa and English.
Scope of Work
 
The Consultant is expected to do:
  1. Mapping and Diagnosis
    • Review current PKH reporting systems, including site-visit to multiple areas and discussions with stakeholders
    • Review the current financial report of PKH as well as with input/comments from BPK
    • Review and provide input to the improvement of Dashboards of Himbara as well as Ministry of Social Affairs (Type of Information, Access Management, Risks, etc.)
  2. Design
    • Design an accountable reporting standard PKH programs, particularly in the presentation of assistance realization data.
    • Provide input on how these standards can be applied to the app and dashboards
  3. Implementation
    • Work closely with the Ministry of Social Affairs team in application development and dashboard
    • Assist the Ministry of Social Affairs in reporting the PKH realization for each quarter
    • Assist the Ministry of Social Affairs in preparing reports and documents for 2018 audit purposes by implementing a newly built reporting system 

Expected Outputs 
  • An improved financial audit result of PKH fiscal year 2018. This includes provides necessary documents during the audit process. 
  • A proposed accountable reporting system of PKH following a proper standard of public sector accounting.
  • Serve as a resource person when requested and join the discussions related to the PKH financial reporting and data between the PKH team and other stakeholders.
