Chemonics seeks a Deputy Chief of Party (DCOP) for the anticipated USAID Indonesia Health Financing Activity (HFA) based in Jakarta, Indonesia. The purpose of the Indonesia HFA is to improve the efficiency, equity, predictability and sustainability of the Government of Indonesia (GOI) financing for health by building the capacity within government and academic centers to analyze and design financing reforms. This Activity will use the financing lever to improve service delivery outcomes for USAID priority areas of HIV, maternal and neonatal health (MNH), and tuberculosis (TB). The DCOP will directly assist the chief of party (COP) in activity implementation and management. The DCOP is responsible for both programmatic and operational oversight, including but not limited to technical leads, consultant oversight, procurement, logistics, finance, and compliance. Responsibilities include:
·        Support the COP in overseeing the quality, cost effectiveness, and timeliness of performance of all work to ensure that the activity meets its objectives and targets for the Indonesia HFA approach, including the development of systems-based solutions and monitoring, evaluating and facilitating the spread of successful solutions to achieve improved Indonesia HFA outcomes.
·        Work closely with other stakeholders including donors, host government, and other USAID projects; build relationships with perspective business and institutional beneficiaries through regular meetings;
·        Supervises senior management team, technical and administrative staff, subcontracting organizations, and consultants in multiple offices throughout Indonesia.
·        Ensures as project assistance is technically sound and appropriate.
·        Oversees project work planning, performance management, strategic communications, and compliance with contractual obligations and results.
·        Identifies issues and risks related to project implementation in a timely manner and makes appropriate program adjustments.
·        Performs other duties and responsibilities as required.

Qualifications: 
·        A bachelor’s degree or higher in public health, medicine, international development, finance or a related advanced degree;
·        At least 8 years of professional experience managing complex health projects in developing countries, with at least 6 years of experience in health financing; working on HIV, MNH, and TB service delivery; private sector healthcare; and/or monitoring and evaluation programs;
·        Track record of progressive responsibility with demonstrated senior-level leadership (e.g. Deputy Chief of Party) on programs of similar scale, scope and complexity;
·        Demonstrated experience managing partnerships with government and private sector, including resolving sensitive and complicated work issues with senior high-level country counterparts, donor representatives and senior level staff;
·        Strong strategic planning, management, teamwork, and communications skills; and
·        Fluent English oral and written communication skills required.
