The Knowledge Sector Initiative (KSI)
is a joint initiative of the Government of Indonesia and Australia
(through the Department of Foreign Affairs and Trade - DFAT) designed as
a unique
and holistic approach to support Indonesia's stakeholders promote
evidence based policy making. In the first phase of KSI, the focus was
on building capacity, relationships, networks and systems as key
knowledge sector assets for strengthening policy making
in Indonesia.
Now
entering its second phase (2017-2022), the team will consolidate,
mobilize and expand these assets to produce, communicate and utilize
quality data and knowledge across Indonesia's policy
cycle at both national and subnational levels. It will also work
across a range of DFAT programs in exchanging and amplifying tools and
knowledge for policy produced by these programs.
RTI International as the managing contractor for this program is in

I.
Background
The
Knowledge Sector Initiative (KSI) is a joint initiative between the
Governments of Indonesia and Australia to improve the quality of public
policies
in Indonesia through the use of research, analysis and evidence. The
program seeks to achieve this by supporting the capacity building of
policy research institutes; improving systems and regulations to support
research-based policy making; developing effective
models for procuring and using research to strengthen policies that
will benefit the country’s poor; and working with various intermediary
organisations involved in making research-based evidence accessible to
policy makers including government, civil society
organisations and the media.
KSI’s goal, as
outlined in the Phase 2 Guiding Strategy, is to improve the use of
evidence in development policymaking by focusing on: 1) the quality of
policy research
and how it is communicated to policymakers; 2) the amount of funding
for policy research and how it is spent; and, 3) the data and
information that is available to policymakers and how it is managed.
In working towards this goal, the program focuses on achieving five main outcomes by the end of Phase 2 in 2022:
1.
Clearer and more coordinated research
agendas in selected ministries, themes or regions, underpinned by
funding mechanisms for quality policy research.
2.
Clearer incentives and career paths for university lecturers to produce quality policy research.
3.
Increased interaction, knowledge
sharing and collaboration between researchers, policymakers and other
key players in the knowledge sector.
4.
Quality data on the performance and
impact of development programs is integrated into planning, budgeting
and ongoing implementation.
5.
Policy research organisations
increasingly produce quality policy research, communicate it
effectively, and collaborate as key players in Indonesia’s knowledge
sector..
KSI’s
2018 work plan is built around eight key initiatives, including on
University lecturers: incentives for quality research. The key
initiatives
have been developed through a comprehensive process of consultation
involving shareholders (DFAT and Bappenas), key stakeholders and
consortium partners. They build on experience and learning from Phase 1,
including a recent stocktake of knowledge produced
by the program. They have been shaped by emerging opportunities and
developments in KSI’s operating context and take into account the
potential benefits and risks of engagement.
The Senior Advisor on “Research Incentives in University” will provide support across the program to achieve these objectives.
Objectives of this assignment are:
The
Senior Advisor on “Research Incentives in University” will support
proactive engagement with Indonesian stakeholders and strengthen the
incentives
for lecturers to produce better quality, more policy-relevant research
through reforming regulations and piloting approaches to improve
incentives in selected universities. Working closely with the Team
Leader and other KSI team members this strategic, this
high level appointment will work across the program to build
relationships, foster new ideas, and enable KSI to be responsive to
developments within the knowledge sector in Indonesia.
II.
Specific Tasks
In
cooperation with the Team Leader and other KSI team members:
§
Build and foster relationships with key
Government of Indonesia and private sector champions of the knowledge
sector at national and sub-national levels
§
Provide strategic direction and advice related to emerging policy issues and debates
§
Chair high level meetings and serve as
resource person or discussant for high level knowledge sector events and
relevant working groups, including the working group on research and
higher education reform that formed during KSI
Phase 1
§
Support to advocate for reforms on incentives systems for researchers/lecturers in university/higher education
§
Support and advice the Ministry of Research,
Technology and Higher Education, the Ministry of Administrative and
Bureaucracy Reform and relevant key stakeholders on the review of the
credit-based performance and promotion policy
for lecturers in revising the relevant regulation aiming to
incentivising quality research in universities
§
Support and advice key stakeholders to apply
the Athena SWAN/SAGE program in Indonesia to improve incentives and
career paths for female academics
§
Provide position papers on approaches and issues KSI should consider to improve the quality of research production
