The Knowledge Sector Initiative (KSI)
is a joint initiative of the Government of Indonesia and Australia
(through the Department of Foreign Affairs and Trade - DFAT) designed as
a unique
and holistic approach to support Indonesia's stakeholders promote
evidence based policy making. In the first phase of KSI, the focus was
on building capacity, relationships, networks and systems as key
knowledge sector assets for strengthening policy making
in Indonesia.
Now
entering its second phase (2017-2022), the team will consolidate,
mobilize and expand these assets to produce, communicate and utilize
quality data and knowledge across Indonesia's policy
cycle at both national and subnational levels. It will also work
across a range of DFAT programs in exchanging and amplifying tools and
knowledge for policy produced by these programs.
RTI International as the managing contractor for this program is in

I.
Background
This Scope of Work (SoW) outlines KSI’s requirements for a technical
consultant to support the development of KSI’s Knowledge Management
System (KMS). The consultant will work with and assist system users in
the development of the KMS work system. In the formulation
of problem for the design process, the consultant will assist the KMS
from the design phase to its deployment and maintenance.
Based on its previous
work, KSI will continue to strengthen information and knowledge
management systems within and between KSI, its partners, and other
relevant institutions to encourage standardization
of data. KSI also aims to improve linkages between information and
knowledge management systems within and between selected ministries and
agencies at national and sub-national levels, leading to improved
cross-sectoral coordination. Hence it is important
for KSI to provide better technological solutions to overcome
information and knowledge management problems that might occur.
To allow KSI to exercise
its catalytic role in facilitating the exchange of knowledge, learning
and collaboration across key stakeholders, KSI Phase 2 aims to establish
an integrated system
for data, information and knowledge management. The integrated system
(the system) will support data management to improve the quality of data
used for ongoing planning, monitoring, implementation and evaluation.
Hence, this platform will be closely linked
to the management of PME data.
The system serves as an
information management platform for key stakeholders, particularly
Bappenas, DFAT and members of the program steering committee and program
technical secretariat to access
information about KSI events and activities, policy research papers and
information about activities of KSI’s PRI partners, and other relevant
information.
The system provides a
knowledge management platform to increase interaction, knowledge sharing
and collaboration between researchers, policymakers, other partners of
KSI and other relevant players
in the knowledge sector contributing to the evidence-informed
policymaking process in Indonesia.
This document presents detailed information for procuring the expertise
of a consultant responsible for providing technical assistance related
to the usability of the KMS, a SharePoint 2016 based integrated
information system.
II.
Specific Tasks
The consultant will be primarily responsible for providing user training
and technical support for the SharePoint environment including
assessment and implementation of new capabilities, security, and
providing a long-term perspective on the relationship of
SharePoint technology to the system:

Working under the coordination of the
Knowledge Management (KM) Specialist, oversee the design and
implementation of the program’s KM System (KMS).
·
Provide support and training to KMS users on site design/functionality, business process, and workflow management.
·
Configure KMS services and settings and documents program’s KMS configuration and architecture.
·
Manage the site layout structure and content, administer and maintain sites and sub-sites, along with their security standards.
·
Develop and manage multiple reports for the system development, usability, and management.
Requirements:
•
At least 3 year(s) of working experience in the SharePoint development and maintenance is required
•
Experience in technical writing translating business requirements into SharePoint capability/functions
•
Associates degree or higher in Information Technology or related field; Bachelor’s preferred
•
Demonstrated capabilities and experience with the
following software applications: Share Point Site Administration
2010/2013/O365/2016
•
Experience with Web/Graphic Software including Fireworks, Dreamweaver, Illustrator, and Photoshop
•
Experience in designing software applications using
Software Development Life Cycle (SDLC) from requirements analysis
through testing and deployment
•
Certification in SharePoint technologies; other Microsoft certifications including MCTS, MCSE, or MCSD are highly desired
