Calling Consultant for
SDGs Digital Platform – Content Developer

Background
Oxfam in Indonesia support the implementation and achievement of
Sustainable Development Goals (SDGs) in Indonesia. In close collaboration
with the International NGO Forum on Indonesian Development (INFID) and the
Indonesia Women Coalition for Justice and Democracy (KPI), Oxfam in
Indonesia encourages the establishment of mechanism for SDGs
implementation monitoring that can be effectively improve the quality,
transparency, and accountability of governments against other development
actor, and especially all Indonesian citizens.
According to the UNDP, social accountability is “an approach towards
building accountability that relies on civic engagement, i.e. in which it
is ordinary citizens and/or civil society organizations who participate
directly or indirectly in exacting accountability.” Social accountability
mechanisms and tools refer to a broad range of actions (beyond voting)
that citizens, communities and civil society organizations can use, one of
them is Information and Communication Technology (ICT) use. The Millennium
Development Goals (MDGs) experience indicates that a key challenge for
SDGs accountability is the availability of, and access to, data and
statistics.
Having said so, digital platforms for data pooling will be developed to
increase citizen access to quality data; remedy inequalities in access to
information and data literacy; promote civic spaces; and enhance sharing
of data and information. Effectiveness is based on establishment of open
and transparent monitoring and accountability mechanisms which involve
multiple stakeholders, especially for non-states actor of SDGs: civil
society, the private sector, academics, as well as the international
development community at large.

Objective
The digital platform will serve as: (i) an information hub of non-state
actors of SDGs that are transparent and participatory; (ii) a mapping for
non-state actors on SDGs issue: non-state actors spread all over
Indonesia, activity / work / initiative that contributes to the goal and
target of SDGs, locations, resources, and beneficiaries; (iii) a space to
accommodate public aspiration, questions, and complaints that will then
have referral system to related responsible person / body; (iv) a space to
load micro-data in the form of sharing stories about the various
achievement of SDGs conducted by multi-actors. This digital platform is
expected to be sustained up until 2030. As well as, series of trainings
for CSOs to use the digital platform

Outputs:
- Content for SDGs digital platform developed
- Module used for training developed
- 50 representative from CSOs trained
- Report – activity based
- Joint report on platform analytical use of digital platform with
web-application developer

Scope of Work:
Content Developer:
- Provide data and static content for web-based platform (Program
Management Platform and Social Media & Forum);
- Develop module in relation to the SDG Digital platform
encompassing platform’s purpose, utilization and training materials
- Provide basic guideline for data entry protocol as well as
measures to maintain the digital platform performance
- Maintained communication with partnering CSOs to ensure smooth
coordination
- Implement project activities which include but not limited to
platform development planning, focus group discussion organization,
platform development execution, platform launching, and training on the
utilization of the platform
- Work in collaboration with Oxfam and Web-Application Developer

Skills & Qualifications
- Preferably CSO has been working at least for the last two years on
SDGs issues.
- Proven previous works in MDGs implementation will be an advantage.
- Proven previous partnership experience with reputable CSOs
- Have good networking relationship with other CSO, government,
private sectors and media.
